UNANIMOUSLY RESOLVED that:

The Sub-council is mindful of it’s legal obligations in terms of the zoning conditions imposed on the approval of the High Cape 2 Development in Devil’s Peak in the mid 1990’s.

That a consolidated report from the Executive Director, relevant line department is drafted and tabled on the Sub-council 16 agenda for its meeting in March 2020 as follows;

On all traffic planning, impact studies, recommendations and projects relating to the implementation of the underpass, and or alternate traffic calming solutions that alleviates the traffic congestion, improves public and motorist safety and security, on the corner of Crassula & Phillip Kgosana Drive & Barnham & Phillip Kgosana Drive in Devil’s Peak;

On the status of the bank guarantees of R5M retained by the City for it to execute its legal obligation;

That subject to the report regarding the appropriate traffic calming intervention required to solve the traffic congestion on the Cnr of Crassulla & Phillip Kgosana Drive and Barnham & Phillip Kgosana Drive, the project be costed and placed on the IDP Budget for implementation as soon as possible, with the professional imlementation plan and timeframes

Girshwin informed the meeting that the is a report available, the is just some internal discussions within the department recommended some additional changes to the report, it has now been sent back to the consultant because of issues with site lines, Deon is expecting feedback by mid-December, report to be tabled at the next meeting. Item remains on the MRA.

Cllr Higham advised that this item keeps getting pushed back due to the department being under-resourced so it is suggested that the matter be escalated to the Director.
