UNANIMOUSLY RESOLVED TO RECOMMEND that:

For reasons set out in paragraph 6.1 of the report, the concerns and objections received during the public participation process against the proposed lease not be upheld;
-
The lease of erf 8877, bounded by Hammond, Dwars and De Kock Streets, Strand as shown lettered ABCDEF on the attached sketch ET 166 marked annexure A, in extent approximately 451m², to the Messrs. FG Transport CC r its successors in title, BE APPROVED subject to inter alia the following conditions, that:

It is a market rental of R19 500 per month inclusive of rates and excluding VAT calculated at the rate applicable at the time of transaction be payable.

The monthly rental will be adjusted on the basis of 8% per annum, compounded annually. Accordingly, the above recommended rental is to be adjusted as from 1 July 2019.

The lease will endure for a 1-year period.

That the relevant line department, being Recreation and Parks, immediately takes full responsibility for Erf 8877, Strand once the fixed term lease is terminated and start putting their plans in motion to convert the land into a play park and recreational area, as requested by the Ward Councillor.

The property be used for commercial purposes (storage, stocking bricks and parking of trucks) only;

Subject to such further conditions to be imposed by the Director: Property Management in terms of her delegated authority;

Subject to compliance with any other statutory requirements;
-
No compensation will be payable for any improvement made to the property.

The applicant will be responsible for the cost of relocating any electrical services.
