C14.00035-F2 - Upgrade of Stadium: Mr Newman of Strategic Assets reported that contractors for the Venue Operating Centre (VOC) project and lifts project are on site. They anticipate that all the work be completed by 30 June 2020.
Cllr R Adams suggested that Mr Newman arranges a site visit for the Cllrs so that they could see the renovations that were done.
CPX.0007847-F2 – ARTS-Material Recovery Facility: Mr De Bruyn of Solid Waste Management told the meeting that the Department of Environmental Affairs and Development Planning (DEADP) has requested an additional environmental assessment which resulted in a revised programme to include the appointment of the Environmental Assessment Practitioner (EAP) to finalise the Waste Management License. He said a portion of the project will re-phase to 2020/21 financial year for approval during the January 2020 adjustment budget.
Cllr R Adams requested that Mr Cedras of Parks gives him an update on the Upgrade of POS – Bhunga Square project, as well as the upgrade of parks projects. Cllr reported that the NHW equipment have been purchased and will be delivered shortly. He said that the project plan has been signed for the Arts and Culture project on 10 October and he was glad to say that they have a better process in place to make this project a success.
Mr Cedras reported that the signage was delivered for both projects and that further orders will be placed during October 2019 for the upgrade of parks. He said the remainder of the funds would be for a walk way at Wilger Park. He said that an order has been placed for polywood tables and park benches during October 2019 for Bhunga Square. He said that completion for these projects could be by mid –December 2019.
Mrs Samuels of Libraries informed the meeting that the funds for Athlone Library has been spent and that books have been purchased for Lansdowne Library. She said that next purchase for this library will be in mid-November. She pointed out with regard to Bridgetown Library, that the project description will be corrected during the adjustment budget where after procurement will commence.

Cllr Kleinschmidt pointed out that there was some confusion on the fencing at 8th Avenue Park and wanted Mr Cedras of Recreation and Parks to give clarity on the matter.
Mr Cedras reported that they are waiting on the tender approval for the construction of a walking track tender which is in the appeal period. He said further application was made to use a transversal tender from Transport.
CPX.00012966-F3 – IRT Jan Smuts: Mr Doubell of Transport reported that the construction and service relocation has commenced. He said that the progress is good and that the contractor in on program. He said that crime and theft was a major problem on the construction site especially after hours; this include damage to existing infrastructure.
Cllr Kleinschmidt felt that Transport should prepare a media statement to inform the residents of the progress to date, as well as mention the challenges the project is experiencing. He wanted to know how far they are with phase 1 and 2.
Mr Doubell responded that that was not a critical part, but the consultants are back to the drawing board to find solutions on how to soften it.
Mr Abrahams of Social Development and Early Childhood Development reported that for the Advance Leadership Training four workshops will be held and the target group for the workshops are between the ages of 17 and 20 years. He said that they requested the Councillors to submit names for the workshops.
Mr Peck of Recreation and Parks reported that the Sports Festival has been set to take place on 3 December 2019 at the Vygieskraal Stadium.
Cllr Kleinschmidt pointed out that next time it would be best to have this event mid-February due to the schools ending the year with their own activities.
