Ms P Mlondobozi of Sustainable Energy Markets (SEM) gave a detailed presentation on the National Solar Water Heater Programme and highlighted the following:
 
  • The National Solar Water Heater (SWH) Programme is comprised of three components, namely Social, Repair and Replace, and Load Reduction.
  • The Central Energy Fund (CEF) entered into agreement with the Department to jointly install the National Solar Water Heater Programme (NSWHP).
  • The Department of Energy (DoE) has procured over 87000 units to be installed in the 19 designated municipalities which have signed a Framework Agreement with the DoE. All units come with a 5-year warranty.
  • The Department of Labour, through the Unemployment Insurance Fund (UIF) has availed funding for the training of the installer assistants.
  • The role of the Municipalities will be to identify beneficiary households; provide guidance on approaching communities, community mobilization and lead community engagements, appoint Community Liaison Officers, avail storage facilities, and take ownership at municipal level.
  • Benefits to the Municipalities: about 484 installer assistants will be trained in the Western Cape; 5000 solar water heaters are allocated to Cape Town Municipality; free certificated qualifications for Installer Assistants and training of field workers or assistants and plumbers by an appointed service provider for technical assessment.
 
Cllr R Adams raised his concern about the area that was chosen as he felt that Hazendal Infill was a fairly new development to the rest of Bokmakierie and that this area need upliftment as well. He need to know which part of Hazendal it would be so that he will be able to answer the community.
 
Ald Cavanagh want to know what would happen in the case should the people not have the necessary skills required for the project. He said that most of these areas have a high rate of unemployment and that these people do not have the necessary skills needed for the project.
 
Miss Harneker of SEM responded that they are in the process of engaging with
 
 
the ward Councillors and that they would then provide all the information the Cllrs requires. She said that because of the involvement of UIF, 70% on the people should have worked already and 30% could be fresh out of school. She said that they would try their best to find the right people in the ward; therefore it was important for them to engage with the Cllr.
 
RESOLVED that:
 
The content of the presentation  on the National Solar Water Heater Programme Framework - selection of suitable projects and beneficiary communities to benefit from the programme roll out be NOTED.
