The Subcouncil RESOLVED to support the RECOMMENDATIONS
 
It is recommended that:
 
a)   Subcouncil 5 support the following projects which are to commence in Bonteheuwel during the 2019/20 financial year and are to be funded via Capital and Operating budget sources provided for by MURP and/or City line departments where appropriate:

  1. Bonteheuwel: Dynamic Town Centre: Upgrading of Public Space (which will include landscaping and the creation of a play court and other elements that are required to improve and transform the existing public spaces within the confines of erf 100010, Bonteheuwel) 
  2. Bonteheuwel: Dynamic Town Centre: Upgrading and rationalisation of Fencing - within the confines of the Town Centre which includes the provision of vehicular gates, pedestrian gates and the construction of additional fencing. 
  3. Repairs and maintenance to the City owned double storey building - situated on erf 100010, Bonteheuwel to address urgent repair and rehabilitation needs of the building as contained in a report on “The Structural Condition Assessment” undertaken in May 2019 by Lukhozi Consulting Engineers (PTY) Ltd; 
  4. Upgrading and improvements to the City owned double storey building -  situated on erf 100010 which will include incorporation of more functions/uses such as the establishment of a resource hub for entrepreneurs and youth through the rationalisation and reconfiguring of commercial units and the spaces that existing businesses occupy; 
  5. Introduction/ Re-establishment of Tenant Management to the City-owned Double story Building. This requires the regularisation of administrative systems, processes, and management arrangements which must adhere to existing City policies and relevant legislation in relation to leases and rental of City owned properties. This includes the introduction of fixed term leases and the payment rental to the City by tenants/occupants in the double storey building. This should be undertaken as a matter of urgency by the Property Management Department with support from the Mayoral Urban Regeneration Department. 
  6. Upgrade of hard landscaping in front of the double storey building - (as indicated in the MURP presentation). Consideration is to be given the possible provision of potential trading stalls along edge of library building (as indicated in the MURP presentation) 
  7. Implementation of a Precinct Management Project within the footprint of the Bonteheuwel Town Centre/CBD. ( as set out in the MURP presentation) This will require the installation of adequate lighting of the Town Centre, the installation of sufficient CCTV cameras that are to be linked to the Control Room.

  1. Subcouncil 5 support the following projects which are to commence in Bishop Lavis during the 2019/20 financial year and are to be funded via Capital and Operating budget sources provided for by MURP and/or City line departments where appropriate:
  
  1. Implementation of a Precinct Management Project within the footprint of the Bishop Lavis Town Centre/CBD. (as set out in the MURP presentation) This will require the installation of adequate lighting of the Precinct, the installation of sufficient CCTV cameras that are to be linked to the Control Room.
 
  1. Establishment of a Control Room in the Bishop Lavis Civic Centre/Hall – for use by the Precinct Management Team and the Neighbourhood Watch.
 
  1. Bishop Lavis Civic Centre/Hall: Upgrading, Repairs and Maintenance -  comprising replacement of roof, repairs and improvements to top floor that are necessary to establish a Control Room for the Precinct Management Team and Neighbourhood Watch.
