UNANIMOUSLY RESOLVED
That the number of request(s) received for traffic calming measures for the period August 2019 BE NOTED and technical assessments BE APPROVED as follows:

Ward 21: Stepping Stones / Summer Clouds Road, Eversdal (TNDN2588) - Request traffic calming measures: Speed hump and 4-way stop
Comment received from Transport: Nobesuthu Nyati
“Our preliminary assessment indicates that there is a school at the intersection of Stepping Stone and Summer Clouds which may have the potential for qualifying for traffic calming but will required further investigation. It must be noted that where remedial measures are recommended, these may only be considered in the immediate vicinity of the school and not along the entire length of the road. The Transport for Cape Town (TCT) budget does not make provision for traffic calming at locations other than schools. Since the retirement village falls outside TCT’s priority educational facilities program, the policy makes provision for private bodies to fund the implementation thereof.”

That the item BE DEFERRED to allow the Ward Councillor and Siphelele Mehlo to do a site inspection.

Ward 105: Boland / de Keur: Outcome of Traffic Survey
Subcouncil 7 at its meeting held on 20 May 2019 vide item 07Sub36/05/19 requested that inter alia speed cameras be placed along Boland Street, Vierlanden and a stop street at Boland and de Keur be investigated.
The Subcouncil again at its meeting held on 16 August 2019 vide item 07Sub 34/08/19 requested that the traffic study/assessment be reported on at the September 2019 meeting cycle.
The line department had subsequently indicated that they are awaiting the outcome of the traffic survey/assessment from the Consultants.The outcome of the Camera Review Committee is also awaited.

That the outcome of the study/assessment relating to traffic calming measures along Boland/De Keur BE OBTAINED and reported on at the next Subcouncil meeting (21 October 2019).

Ward 105: Anderson West Street, Joostenbergvlakte (TNDN2376):
Traffic calming measures requested, illegal business (LU Enforcement) as well as dust nuisance (referred to Health)
Subcouncil 7 at its meeting held on 20 May 2019 resolved to defer the above-mentioned application to allow for a report from the Health Department and Transport Directorate respectively on the changes to the stop street at the corner of Anderson West and Anderson South and the issue of dust nuisance.
The following feedback was received from Transport (Vincent Harris) relating to the changes implemented at the corner of Anderson West and Anderson South:
“The turning radius at the stop street was changed to force vehicles, who still disobeyed the stop sign, to slow down to almost walking speed before the turn can be made. In the past these vehicles negotiated the turn at speed and kept momentum resulting in additional dust in the vicinity of Mr Birk. I believe that this did helped a bit.
We cannot ignore the fact that the most of the traffic generated in Anderson –West Street is due to illegal land-uses in the vicinity. Until such time that these illegal land-use offenders are not being prosecuted, the traffic and dust situation will not change.”

‘It was reported that Anderson Street, Joostenbergvlakte has been assessed on a previous occasion and declined due to lack of public facilities.
Transport (Vincent Harris) had indicated that changes to the stop street at the corner of Anderson West and Anderson South was being investigated and would bring relief, but that the illegal activities (trucks) were the main reason for the dust nuisance, which was referred to Health and is being investigated.’

That traffic calming along Anderson West Street, Joostenbergvlakte, NOT BE SUPPORTED as remedial measures have been implemented.
