PROPOSED DISPOSAL OF PORTION ERF 106637 JIM FRANCIS ROAD NEWFIELDS FOR PLACE OF WORSHIP
 
Ms A Abrahams informed the members that the document is for discussion to consider the proposed transfer of Erf 106637, situated off Jim Francis Road, Newfields, in extent approximately 1 070.86 m² as shown in report lettered ABCD on Plan LIS2198 (Annexure “A”) for a Place of Worship and Instruction.
 
The Subcouncil Manager Ms Kayise Nombakuse informed the members to the background of the report;
 
At the June 2019 meeting of Sub-council 11 items 11SUB17/06/2019 and 11SUB18/06/2019 were submitted by Property Management which contained conflicting recommendations for consideration by the Sub-council.  Both reports were referred back to the Department for clarification.
 
Item 11SUB17/06/2019 (RESERVATION OF PORTIONS OF ERVEN 108359 106637 AND  40214 CAPE TOWN: THE DIRECTORATE URBAN MANAGEMENT (AREA CENTRAL)) is for reservation of the designated area for Urban Management Directorate for purposes of urban agriculture.
 
Item 11SUB18/06/2019 (PROPOSED GRANTING OF IN-PRINCIPLE APPROVAL OF PORTION FOR THE SALE BY PUBLIC COMPETION OF VACANT ERF 106637, 1 JIM FRANCIS ROAD, NEWFIELDS, FOR COMMUNITY PURPOSES.) was submitted for consideration of Sub-council 11 to comment or make further recommendations to Mayco before being resubmitted to Council for an in-principle decision to dispose of the property.
 
Item 11SUB18/06/2019 had previously served before Sub-council 17 in May 2016 who supported the recommendation of the report that a 2 108m2 portion of Erf 106637 be disposed of.  At the Council meeting on 31-01-2019 the item was referred back to Sub-council 11 for their consideration.
 
Cllr made the following comments
 
  • Ald van der Rheede suggested that if the property is non-viable the direct sale  of Erf 106637.
  • Cllr Cassiem supported the direct sale of Erf 106637
  • Cllr Nqavashe informed the members that the institution is close by and social uplifting add value to the community. He requested that Property Management reconsider the method of proposed disposal of portion of Erf. 106637, 1 Jim Francis Road Newfields
RESOLVED
 
The Subcouncil members SUPPORT the recommendation in the report and request that Property Management reconsider to consider various options for the disposal of the land including the method of proposed disposal of portion of Erf. 106637, 1 Jim Francis Road Newfields
