Mr Richard White, Subcouncil Manager, informed the House that a report served at the Community and Health Services Portfolio Committee on 18 January 2019. It is a lengthy report with no timelines.
Cllr Brunette informed the House that the leases of 5 clubs at the Constantia Sports Complex expired at the end of November. The MFC was disbanded by the City. Presently there is no one to lead the “committee” and being the Ward Councillor she was unable to do it as her role was one of oversight. Next week the MFC will be elected. Mr David Dunn is the responsible official to the MFC.
Cllr Southgate said that Cllr Eddie Andrews held public meetings about the Sports Policy and requested clarity on the status of the Policy. The Subcouncil Manager was requested to follow-up the matter.

b) Subcouncil 20 endorses the request that clarity be obtained on the status of the Sports Policy.

Information regarding the status of the lease for Tramway Sports Club.
The status of Square Hill Community Hall that was being managed by a civic organisation.
Retreat Civic Centre and the ECD with 20 children operating from the premises.
Subcouncil 20 notes that a list of facilities in Ward 72 will be forwarded to Mr Ndesi for follow-up and feedback to be provided with regards to leases and concerns.
Subcouncil 20 notes the ECD operations at Constantia Sports Complex and the challenges associated with it.

Subcouncil 20 supports that the Subcouncil Manager arranges a Workshop for Property Management, Recreation and Parks, other relevant departments and Ward Councillors to decide on the following:
Sports Clubs in Subcouncil 20 and the department holding the lease.
ECDs with leases.
Facilities being managed by civic organisations (leases and conditions).
Specific Leases Tramway Sports Club, Square Hill Community Hall, Protea Hall, Elfindale Hall and Gordon Road Hall (finance statements and lease as income was being generating at some facilities).
Where departments no longer exist, the leases be assigned to an existing department.
The Workshop to be arranged prior to the period of Council’s Recess.
Following the workshop, a written report containing the findings be submitted to the Subcouncil Meeting.
