Ms C Stegmann informed the Subcouncil that the purpose of the report is to inform the Subcouncil regarding the operational activities and performance of Recreation and Parks sub-area 3.4 for the 1st quarter, July – September 2018.
Carien Stemann said included in the report is response to enquiries raised 23 January 2019.
• Components refers to material sourced from City stores in order to repair internally.
• Ward 47 repairs and maintenance
• Subcouncil 11 Ward Allocation
• City Assets –Subcouncil 11 breach in policy. The Subcouncil Manager informed the members that the Subcouncil do not have budget to maintain assets purchased by Line Department via ward allocation funding. Line Departments should insure and maintain assets and keep record of the location of the assets as per Asset Management Policy

Cllrs raised the following comments;
• Cllr Achmat: 2 years to repair flood lights is unacceptable., if it was Constantia area the light would have been repaired by the flip of a coin.
• Cllr Cassiem: no tender for grass cutting and mowing as a result Soccer fields and City parks are overgrown with thorns and is a major problem at facilities
• Duinefontein Park/ Soccer fields Horticultural component as a specialist service be dedicated for our grass/fauna and flora.
• Cllr Nqavashe Stadiums under priority assets.
• Cllr Antonio van der Rheede activities are divorced from reality causing a disjuncture and impact negatively, it is a systematic issue.
• Lack of maintenance, Ms. Stegmann said she does not have access or control of own District budget, everything is done by their Head Office.
• Cllr Antonio van der Rheede raised a question why the floodlights at Astro Turf was not insured and who was supposed to have insured the floodlights.
• Ms Stegmann said it was before her time, Maritz Electrical contract expired and no tender for electrical repairs and the transversal agreement was withdrawn/blocked by SCM. Ms Stegmann said when she took over the floodlights was not working at Downberg Sportfield.
• Cllr Antonio van der Rheede asked Ms. Stegmann to send him the email that she send to PMO Leroy and B Burger informing them of the lights and fencing to be repaired.
• Cllr Moses said he share the same sentiments, there is a serious problem with the PMO office and the past 3 years has been complaining about the oversight. For Project Managers to do the job the PMO office need to be creative. The matter to be taken up with the ED: SDECD.
• Cllr Moses asked the report on Athlone Swimming Pool..
