Mr M Coto informed the Subcouncil members that the purpose of the report is for Subcouncils to give input into the annual review of the Organisational Performance Management (OPM) System. An advert was placed in community newspapers informing the public to give input on the renew of the OPM system. Copies will be made available at the CapeTown Civic Centre, all libraries and Subcouncil offices. Members of the community are invited to give inputs in respect to OPM system by 1 February 2019 -22 February 2019. Cllr Nqavashe • City not performing well at implementation stage; spending not listed as the indicator. Capital projects in general in this Financial year e.g. safety issues has not been performing well. • Performance indicator should include local content and must be clearly defined what local content entails. • CCTV cameras do not record incidents, give us a product that record and speak to reality. Cllr Moses • Commended Mr Coto’s report which spelt out MFMA legal compliance and other relevant pieces of legislation and explicitly clarify it under Legal implication. Cllr Antonio van der Rheede One size fit all do not comply, make backyarders comfortable with necessary access to services e.g. water, electricity what applies to Informal Settlement should apply to backyarders RESOLVED The Subcouncil NOTE the process for review of the OPM system and recommend the following • Wi Fi in all facilities of City of Cape Town • Indicate the Number of Broadband rolled per Subcouncil • Traffic Calming raised intersections per Subcouncil .
