Resolution detail

The Official informed the members that the report is for the Subcouncil to note the content of the report and provide input on the public participation process in respect of the 2019/20 budget. Subcouncil in terms of part 24.2(3) - to make representation to the relevant line departments for the inclusion of Capital and Operating budgetary requirements. The Subcouncil NOTED the recommendation and made the following comments; • Training of ward committee members should be undertaken in order to submit meaningful inputs during IDP & Budget Consultations and annual reviews. • During Budget Consultation and Reviews Line department officials to do presentations and not the Subcouncil Manager or Ward councillor. Line Departments officials are experts on the subject matter therefore best positioned to present to the members of the public. • Public Participation Plan to be endorsed and be made available before public participation can be done. • Cllr Antonio van der Rheede informed the official that Ward 44 had two Public Participation focus group sessions and it was not included in the report.
