Mrs Hillary Josephs in formed the members that a meeting was held on 7 August 2018 with Law Enforcements Informal Trading Units at management level, to draft an operational plan with an agreed schedule to better regulate informal trading in the Area Central.
The issues regarding the numerous permanent structures without approved plans, permits or leases needs a suitable mechanism, and in the long-term will have to be addressed transversally by the departments, including Law Enforcement, Property Management, Safety & Security, TDA together with ABSD and other departments as required.
AED Central will be hosting numerous small group engagements with Traders and other stakeholders while working with other departments to further develop some short to medium options to improve conditions especially over weekends. This will all be done before embarking on the inevitable revising of the trading plan for the area.
AED Central appointed a Professional Officer Ms. Yoliswa Gogela, to the area since July 2018. She will work with Hillman Magqaza to ensure the department is better able to service the area and respond to matters as they arise. The Subcouncil will be advised of the details of her satellite office once its confirmed.
AED Central is recommending that to ensure better traction on these challenges that Subcouncil establish a task team to develop a plan with budgets to address the issues in line with the Subcouncil Sub-Delegation 24 (11): Ad-hoc Task-Teams, and Working Groups and to appoint the members and Chairpersons thereof.
The plan should prioritise the key challenges and include re-envisioning the public open spaces, urban place making, resolve traffic issues, the social and economic dimensions as well as precinct management.
The Subcouncil NOTED the information and agreed that AED schedule a meeting with the subcommittee, senior officials that deal with formal and informal traders. Action: Y Gogela; H Magqaza; K Nombakuse; I Anthony;
