RESOLVED ON 18 MARCH 2019 Ms Hermanus reported that Mr Elliot advised that he is still busy with his investigation and the NMT lanes are being investigated by Mr Elias Tukushe. A full report is expected at the May 2019 subcouncil meeting. RESOLVED That the item remains on the Matters Receiving Attention until resolved. FOR ACTION: GARTH ELLIOT / ELIAS TUKUSHE

RESOLVED ON 18 FEBRUARY 2019 Ms N Hermanus said that a meeting was held between Cllr B van der Merwe and TDA to discuss the outstanding matters on the Motion regarding the Safety Matters within Ward 3 on 6 February 2019. It was resolved in the meeting that Mr G Elliot submits a detailed report on the Safety Matters and Introduction of Non-Motorised Transport Lanes between the intersections of Link Road and Hadley Street along Old Paarl Road to the May 2019 Subcouncil meeting. RESOLVED ON 15 OCTOBER 2018 The item is on the Agenda as item 06SUB27/10/18. Cllr B van der Merwe expressed his gratitude for the detailed report submitted. Ms Jansen undertook to setup a meeting with Messrs S Glass and S Arrowsmith to discuss the implementation plan and timelines for this project. The meeting agreed to note the report. RESOLVED That the progress relating to Traffic Safety related investigations along Old Paarl Road BE NOTED by Subcouncil 6. That the Subcouncil Manager arranges a meeting with Messrs S Glass and S Arrowsmith to discuss the implementation plan and timelines for this project. RESOLVED ON 17 SEPTEMBER 2018 Ms Jansen informed the meeting that the motion indicates that a full report be submitted to Subcouncil 6 within 3 months. The motion was circulated to the various role players for comments and thereafter a full report will be submitted. RESOLVED That the item remains on the Matters Receiving Attention until resolved. RESOLVED ON 18 JUNE 2018 1. That a traffic impact assessment be carried out to do a traffic count and risk analysis of this area at all times and specifically at peak times along the Old Paarl Road. This should cover both pedestrian, non-motorised transport and vehicle movements along De La Haye Avenue and the Old Paarl Road. 2. That an assessment be carried out to investigate the need for the implementation of Non-Motorised Transport routes along De La Haye Avenue and the Old Paarl Road. 3. That a centre median / traffic island be implemented along the Old Paarl Road between De La Haye Avenue and Hadley Street along the Old Paarl Road to ensure a central area for pedestrians to cross at signalled intersections en-route to schools and other facilities based within this area and on the Stikland Hospital Grounds. 4. That the barrier be large enough to act to prevent and prohibit vehicles to enter the oncoming traffic. 5. That the barrier be large enough to act to prohibit right turns into the Old Paarl Road from the Stikland Hospital North campus entrance road. 6. That safety and speed enforcement signalling be implemented to ensure compliance. 7. That improved public lighting be investigated once the verges are upgraded. 8. That the recommended investigation identifies all safety matters and accordingly makes recommendations to Council to act in the interest of road safety and to introduce Non-Motorised Transport Lanes between the intersections of Link Road and Hadley Street along the Old Paarl Road. 9. That the Commissioner Transport Development Authority prioritise this investigation and Traffic Impact Assessment for feedback to this Subcouncil within 3 months of this date.
