18SUB6/3/2019 6.3 The Subcouncil Manager, Mr F Monk advised of the meeting with Mr W Adams and Ms S Groenewald: Informal Settlements and Backyarders to discuss concerns at informal settlements in Subcouncil 18. The Subcouncil Manager, Mr F Monk further advised that he will engage with relevant officials about the process to draft a Standard Operating Procedure (SOP) for Informal Settlements. The Chairperson, Cllr S Rossouw proposed that the item be included on the April 2019 Activity Agenda. RESOLVED 1) That Subcouncil 18 NOTES the comments ; 2) That the Subcouncil Manager, Mr F Monk discuss the SOP for Informal Settlements with the relevant officials ; 3) That the item be placed on the April 2019 Activity meeting agenda to discuss a way forward. ACTION: MR F MONK; MR W ADAMS; AND MR A MEIRING Subsequent to the February 2019 Subcouncil Meeting the following information was submitted: The Subcouncil requested that a Standard Operating Procedure (SOP) be drafted when previous Manager : Mr J Gerber : Informal Settlements was still in service. The SOP must address the following Informal Settlement issues : •Renting out of informal structures •Selling of the informal structure •Selling of land (plots) •Charging residence of informal settlements for services provided by the City. •Theft of infrastructure •Vandalism •General speaking a more legal formal way of managing the environment to ensure more control, etc. •The election of leadership and Code of Conduct. RESOLVED • That Subcouncil 18 requested a Standard Operating Procedure ( SOP )for Informal Settlements and feedback in terms of the progress made thus far ; • Requested future plans for Informal Settlements in Sub-Council 18 areas. • That line departments provide feedback to the Subcouncil regarding these issues within 7 days, 28 February 2019. ACTION : MR A MEIRING : INFORMAL SETTLEMENT AND BACKYARDERS AND VARIOUS LINE DEPARTMENTS KALBASKRAAL INFORMAL SETTLEMENT : WARD 65 Reginald to investigate a complaint received regarding faulty ablution facilities, After investigation, Ms M Benjamin (community leader) spokesperson for Kalbaskraal indicated that the ablution facilities were not serviced for the past eight months. The following numbers 1,3,5,6 is not operational and needs to be serviced. They also requested that a new cleaner be appointed, since the contract expired end June 2018. ACTION : MESSRS U SPRINGVELDT AND D BARNES : INFORMAL SETTLEMENTS AND BACKYARDERS SKEEMSAAM INFORMAL SETTLEMENT : WARD 66 Subcouncil requested that electricity services be provided at the Informal Settlement. ACTION : MS M HAMMER : ELECTRICITY SERVICES ZILLEREIGHN INFORMAL SETTLEMENT : WARD 66 The following issues were raised: 1. Enquired whether qualifying households on the housing database not be assisted ; 2. Enquired whether legal avenues be followed for the couple who received a housing opportunity but wanted individual homes. Mr A Meiring : Informal Settlements and Backyards to provide some guidance and a way forward on this urgent long outstanding matter. Mr Albie if there is no solution on New Housing side what can be facilitated to get the school grounds cleared as the Department of Education is putting a lot of pressure on the Sub-Council. Your guidance is critical in this regard. ACTION : MESSRS R ABRAHAMS: URBAN DEVELOPMENT INVESTMENT PORTFOLIO AND A MEIRING : INFORMAL SETTLEMENT AND BACKYARDERS BERG STREET INFORMAL SETTLEMENT ; WARD 67 The lights in Berg Street, Vrygrond is dysfunctional. Can you please attend to this urgently. Ulrich there are also toilets needed. Please conduct an inspection and report back on these matters to the Sub-Council as a matter of urgency. ACTION : MR U SPRINGVELDT : INFORMAL SETTLEMENTS AND BACKYARDERS OVERCOME HEIGHTS INFORMAL SETTLEMENT : WARD 67 The following concerns were raised: 1. The access roads ; 2. The blocked drains and channels ACTION : MR H SCHOLTZ : INTEGRATED TRANSPORT PORTFOLIO Electricity Services indicated that the outstanding issue for the infills is the mapping of the structures which falls in the Road Reserve. Can you use the map I forwarded and ask the leadership to assist you to indicate the structure numbers which falls within the road reserve. Although this is not our mandate we cannot allow the community to suffer without electricity so long. Please see how we can assist and speed up this process. Please provide feedback,when it is completed and once we are able to submit it to our partners. On submission of this critical mapping please include the Sub-Council so that they have the record of our submission. David thank you for ensuring that this process is finalized. ACTION : MESSRS K JONATHAN AND D BARNES : INFORMAL SETTLEMENTS AND BACKYARDERS Cllr G Gordon expressed concern regarding the amount of children the Ark Angels : ECD Centre. The Sub-Council requested that Social Development could intervene and proposed a site inspection. Ms N Aloile : Social Development to contact Cllr Gordon to arrange the site visit. Additional Infills EPM (Electrification Program Management) received a list from IS&B, we cannot proceed until the Infills are indicated on a Map. Subsequent to the meeting held on 19 February 2019, EPM escalated the Mapping of Infills matter to Electricity Generation and Distribution (EGD) senior management. A solution should be finalised early next week. Once we know how the Mapping will be done, we will meet with IS&B to get clarity on the Beneficiary List i.t.o. Infills that fall outside the road reserve area and Infills located on the road reserve. Infills on road reserve: The initial permission to electrify on the Road reserve was specific to a certain number which at that point we electrified. Subsequent to that, a new request was submitted for permission to electrify additional structures on the Road reserve. The request was submitted in November 2017 to TDA We have been following up with TDA but unfortunately no response to date. Infills that fall outside the road reserve area: Infills outside of the road reserve requires no input / permission from TDA but still requires Mapping. The Mapping should all be resolved as mentioned, early next week. For the sake of progress, I will arrange a meeting with all role players (TDA & IS&B) for some time next week, to look at the way forward, specifically since IS&B will now no longer assist with Mapping, like in the past. IS&B will be critical to clarify beneficiaries on and outside the road reserve and to discuss whether this is the final list to work with. TDA will be critical to advise on the request to continue with Infills on the road reserve . Reinstatement of meters after a fire (burnts) Reinstatements are only for beneficiaries that already had meters. Our office are not involved with this but if there are any burnt-related issues, please take it up with Mark Duvenage (Muizenberg Depot Manager) / Roadwell Mpongo (Area South: Head). HILLVIEW INFORMAL SETTLEMENT : WARD 67 Cllr G Gordon mentioned above, the infill request for Hillview and to ensure alignment. ACTION : N MDINI : ELECTRICITY SERVICES MILITARY HEIGTS INFORMAL SETTLEMENTS : WARD 67 Condemned ablution facilities reported but still not removed at Military Heights. Please advise of time frames. Can you have all the relevant inspections done of the basic services throughout the Heights as a matter of urgency. If the toilets cannot be removed a detailed report is needed as to what is the reason these condemned toilets cannot be removed and what timelines is expected. If the Sub-Council is not happy after the timeframe given to us of the action which followed they will take the matter further. KAVALLA DORP : WARD 68 Cllr requested a formal written communication that the project is back on- As EPM we request a written confirmation (from Cllr) specifying that timelines of the development will not be within 2 years, as stated in a meeting. This is to ensure on our side we adhere to our 18 months’ policy. Subsequently ,we will send a written communication to Cllr to confirm that project is back on. MRA 18SUB6/2/2019 6.2 The Subcouncil Manager, Mr F Monk stated that a follow-up meeting took place on 5 February 2019, with Mr W Adams : Informal Settlements and Backyarders. That Informal Settlements and Backyards and Electricity Services were engaged at the February 2019 Activity meeting. That the minute of the follow-up meeting will be included on the March 2019 Subcouncil Agenda. RESOLVED That Subcouncil 18 NOTES the comments made on this matter. ACTION : MR F MONK ; MR W ADAMS ; MS N MDINI SUBSEQUENT TO THE JANUARY 2018 SC MEETING : A meeting took place on 5 February 2019 with Mr W Adams : Informal Settlements and Backyarders and it was agreed that a report be submitted to the March 2019 SC Meeting. A follow-up meeting will be arrange on 19 February 2019 with Ms L Powell and Mr U Springveldt : Informal Settlements and Backyarders ; Ms M Hammer and Ms S Matthews : Electricity Services to discuss a way forward. MRA 18SUB7/1/2019 7.4 The Subcouncil Manager, Mr Fred Monk advised of the engagement with Mr Waleed Adams: Informal Settlements and Backyarders to address informal settlements related concerns. Cllr Gerry Gordon, asked that a comprehensive report for all informal settlements in Subcouncil 18 be submitted to the next Subcouncil meeting. Cllr P Van der Ross, once again requested that Mr Waleed Adams provide a plan of action for informal settlements in Subcouncil 18. The Subcouncil Manager, Mr Fred Monk advised of the meeting arranged on 5 February 2019 and encouraged Cllrs’ to forward a list of concerns that will be discussed at the meeting. RESOLVED 1)That Subcouncil 18 NOTES the meeting on 5 February 2019 with Mr Waleed Adams to address service delivery related concerns at informal settlements of Subcouncil 18; 2)That Cllrs submit a list of concerns to the Subcouncil Manager, for discussion at the meeting. ACTION: MR F MONK: SUBCOUNCIL 18 AND CLLRS MRA 18SUB6/11/2018 6.4 MINUTE OF THE AREA-BASED SERVICE DELIVERY MANAGEMENT TEAM MEETING : INFORMAL SETTLEMENTS ( IS) : WARDS 63;65;66;67 AND 68 The Subcouncil Manager, Mr F Monk stated that the upgrading of Freedom Park IS on-going. That the scheduled IS meeting on 5 November 2018 was postponed due to the unavailability of key role players to address the IS related concerns. The Subcouncil Manager, Mr F Monk stated that regular site visits occur at IS and that service delivery challenges are being addressed between meetings. Ald M Oliver,stated that the Project Manager : Mr W Adams is non-responsive in terms of the Freedom Park IS and asked that the Administration arrange a meeting with him prior to the recess period, 12 December 2018. ACTION : CLLR S ROSSOUW ; ALD M OLIVER ; CLLR G GORDON; CLLR W AKIM ; CLLR P VAN DER ROSS ; CLLR M PETERSEN AND MR F MONK MRA 18SUB6/10/2018 6.4 The Subcouncil Manager, Mr F Monk stated that a meeting will take place on 5 November 2018 with the relevant line departments to address service delivery challenges at the various informal settlements in Subcouncil 18. Cllr P Van Der Ross, requested that Mr W Adams provide the list of planned activities for the various IS in Subcouncil 18, in order for Cllrs to perform their oversight role. WARD 63 : FREEDOM PARK IS The Subcouncil Manager, Mr F Monk stated that the upgrading of Freedom Park IS on-going. Ald M Oliver, suggested that the names of the informal settlement be listed on the MRA schedule. WARD 66 ZILLEREIGHN IS Cllr W Akim, stated that he attended a feedback meeting with Informal Settlements and Backyarders department regarding concerns at Zillereighn IS. SKEEMSAAM IS Cllr W Akim, stated that he attended a meeting on 19 October 2018 with the Skeemsaam Leadership and Informal Settlements and Backyarders department to address concerns raised at the IS. WARD 67 OVERCOME HEIGHTS IS The Subcouncil Manager, Mr F Monk stated that Water and Sanitation is dealing with the frequent sink holes and that a new pipeline will be installed in 2019. Cllr G Gordon, stated that an urgent intervention is required with regards to the sewer problems along Military Road, as it poses a health hazard for residents and is in close proximity of a school. The Chairperson, Cllr S Rossouw proposed that she and the Subcouncil Manager, Mr F Monk address the matter with Water and Sanitation department. ACTION : CLLR S ROSSOUW ; CLLR G GORDON AND MR F MONK MRA 18SUB6/9/2018 6.4 The Subcouncil Manager, Mr F Monk stated that quarterly meetings will be arrange with the relevant line departments to discuss service delivery matters at informal settlements. RESOLVED That the Subcouncil Manager, Mr F Monk arrange quarterly meetings to address service delivery matters at informal settlements in Subcouncil 18. ACTION : MR F MONK AND RELEVANT LINE DEPARTMENTS MRA 18SUB6/8/2018 6.4 Ald M Oliver requested an urgent meeting with Mr W Adams :Informal Settlements and Backyarders and Ottery Ratepayers Association to discuss the upgrade of Freedom Park Informal Settlement. RESOLVED Meeting request with Ald M Oliver and Mr W Adams and Ottery Civic Association (OCA) to discuss the upgrade of Freedom Park Informal Settlement, Ottery. MRA 18SUB6/6/2018 6.3 Ald M Oliver requested that the Freedom Park informal settlement concerns emanating from item 18SUB14/5/2018 : Minute of the Area Based Service Delivery (ABS) Management meeting be placed on the list of MRA’s.
