Mr Joseph Strydom could not attend the Subcouncil meeting on the 16th of August 2018 as he was on leave. Ms Bedford attended on his behalf and the following is an extraction from the minutes.
03SUB 55/8/2018 SUPLEMENTARY ITEM: ITEM 03SUB 8/5/2018 RECREATION AND PARKS AREA 1 QUARTERLY REPORT TO SUBCOUNCIL 3
Emanating from the above mentioned item that was submitted to the Subcouncil at its meeting in May 2018 the following was unanimously resolved
That the Subcouncil Manager be tasked with requesting the Head: Horticulture Recreation and Parks to submit a similar report on a quarterly basis. Such report must include a year plan and financed spent over the last financial year for wards 1,4,5,70,107 and 113.
Subsequently Mr Joseph Strydom was requested to attend or submit a report at the Subcouncil meeting for the 16th of August 2018.
The Subcouncil Manager invited Ms Wadiah Bedford and Mr Gert Oersen to attend the Subcouncil meeting on 16 August 2018 to discuss the attached memo from Mr Joseph Strydom.
At the Subcouncil meeting on the 16th of August 2018 Councillor Crous (Ward 70) delivered a presentation regarding outstanding issues and services rendered in her Ward.
The Subcouncil requested that a verbatim discussion be compiled which is attached to the minutes.
UNANIMOULSY RESOLVED
A) That the Subcouncil Manager be tasked with submitting a synopsis of the verbatim discussion, the presentation as delivered by Councillor Crous and the memo received from Mr Joseph Strydom to Messer’s Vincent Botto (Director: Recreation and Parks) and Ernest Sass (Executive Director: Recreation and Parks) in order to find a solution to the problems experienced in the Recreation and Parks department, specifically around staff and budget shortages and service delivery and provide feedback to the next Subcouncil meeting for 20 September 2018.
B) That it be noted that Ms Wadiah Bedford undertook to arrange meetings with the respective Ward Councillors to address feedback in respect of needs and service delivery in such Wards and to provide feedback to the next Subcouncil meeting for 20 September 2018.

The following is an extraction from the Subcouncil minutes of 20 September 2018.
It was noted that the Ward Councillors of Wards 1, 5 and 70 met with the parks officials. The Subcouncil Manager will do a follow-up request to the parks department for Wards 4, 107 and 113.
Meeting date: 18/10/2018
The following is an extraction from the Subcouncil Minutes of 18 October 2018:
The Subcouncil Manager reported that he e-mailed Ms Nondumiso Magija (Area Manager: Area 1 – Recreation and Parks) requesting feedback on the outstanding resolution tabled on page 62 of the agenda.
Councillor Rheeder reported that the Area North Oversight Committee recently had two meetings with the Parks Department. It was established that the current annual plan for the department was incorrect and was based on the incorrect minimum standards as the minimum standards have changed from previous years due to the drought. However, the department is in the process of redoing the annual plan and will be provided to the ABO North Portfolio working group at a follow up meeting scheduled in November 2018. Councillor Rheeder will ensure that the Subcouncil receives a copy thereof.
Councillor Rheeder furthermore said that the Area Managers of the Parks Departments for Area North were requested to attend all future Subcouncil Activity Days in order to do regular report backs on activities within the department.
The Subcouncil Manager then said that during his term of office, Alderman Taki Amira drafted a document pertaining to the maintenance of verges and public open spaces which included an agreement between line departments on the proposals contained in the draft document.
The Subcouncil resolved that this document be sourced, revived and be submitted to the Area North Oversight Committee for further attention and submitted to the respective Executive Directors of Parks and Roads for approval and implementation.
