UNANIMOUSLY RESOLVED
A) That the recommendations as noted in the report and minutes attached and marked ANNEXURE A of ward committees 1, 5 & 107 be supported by the Subcouncil.
B) That the Subcouncil Manager be tasked with, where applicable, directing and/or referring the following items to the relevant departments for action/input/feedback due to the operational and/or policy implications of these matters.
C) That the actions of the Subcouncil Manager in forwarding the aforegoing to the relevant line departments directly after the ward committee meetings be condoned.
RECOMMENDATIONS
WARD 107:
WC107 06/04/18 VISION AND MISSION OF THE WARD COMMITTEE
Councillor Rheeder said that a Ward Committee has more power than what is being utilised and asked the members to give input/comments in order to establish a vision and mission for the Ward Committee for Ward 107.
Mr André Potter shared the following ideas:

To be a proud, proactive, progressive team committed to innovation and leadership through the provision of services that enhance the quality of life in our community.
To serve our residents, businesses and visitors through partnerships that provide effective and sustainable services.
To bring together people, partnerships and possibilities for a strong and vibrant ward.
To maximize opportunities for social and economic development, sustaining and securing an attractive environment for all residents.
A healthy and progressive community that supports the safety and lifestyle in an open and flexible governance.
A safe and sustainable community for our present and future Ward citizens.
Ms Mandy da Matta shared the following vision:
A safe, caring and kind environment fostering active citizenry and a connected community with open and transparent governance that is fair and free to all that reside in the boundaries.
Mr Eric Basson shared the following vision:
To ensure the community is provided with sufficient, affordable services and amenities.
Ms Ankarien Oelofse shared the following vision:
To be an all-inclusive community for everyone living in the area.
Councillor Rheeder requested the Ward Committee members to forward their comments to her. She said that she will draft a document taking everyone’s comments into consideration which she will then circulate to the Ward Committee members for further comment in order to finalise the vision and mission for the Ward 107 Ward Committee at the next meeting in June 2018.
Councillor Rheeder said that she would like to invite people to come address future Ward Committee meetings to share ideas about what they did in their area to make it a thriving ward so that the Ward Committee can be a strong forum where the community can voice their opinion to be able to achieve what they want in the area.
Ms Mandy da Matta said that Sea Point is an example of a thriving area as a result of the Councillor and a connected community where partnerships were created with the community to achieve their goals. She suggested that ward committee identify 5 key projects in Ward 107 on which to build business partnerships within the community.
Councillor Rheeder said that she would like to arrange site visits to successful projects in other areas to see how it was done and what works. She said that the Ward Committees need to communicate with other sectors and bring feedback to the Ward Committee in order to work together with the community for the community.
RESOLVED TO RECOMMEND
1. That the contents of the report be NOTED.
2. That the Ward Committee members forward comments on their vision and mission for Ward 107 Ward Committee to Councillor Rheeder so that she can draft a document and circulate it for further comment to them in order to finalise the vision and mission for the Ward 107 Ward Committee at the next meeting in June 2018.
3. That Councillors and their business partners from other areas be invited to Ward Committee meetings to share ideas and knowledge of what can be done, how to build strong partnerships with the community and become a thriving area with a strong forum.

WC107 07/04/18 WARD BUSINESS PLANS
Councillor Rheeder said that the business plan is a vision for the ward. She said that the four projects identified on the Ward 107 business plan are projects that are lacking in the ward and that the Ward Committee members are at liberty to add at any time so that the community’s needs can fulfilled.
Ms Ankarien Oelofse said that there is a desperate need for a shelter in Ward 107 because there is an increase in the number of homeless people living on the streets and there are no shelters in or near Ward 107.
Councillor Rheeder said that she will do an urgent motion to the Subcouncil to request a shelter and/or safe place in the ward 107 area or surrounds and requested the support of the ward committee for this motion.

1. That the contents of the report be NOTED.
2. That the Ward Committee of Ward 107 support the motion to the Subcouncil to consider providing a shelter and/or safe space in the ward 107 area or surrounds.
