The City Improvement Districts were commended for the excellent work done. Cape Town Central City Improvement District: Mr Tasso Evangelinos •Have a three (3) months reserved for emergency. •Increase enforcement capacity and cameras. •COCT and CCID in agreement regarding space management. Sea Point City Improvement District: Ms Heather Tager •Homelessness is still a huge concern, assisted about seven (7) hundred homeless people. •Increase law enforcement •One (1) vehicle from SAPS for the entire area is not enough. •Traffic in Sea Point remains a huge challenge. •Operation in terms of Problem Buildings will take place shortly. Green Point and Oranjekloof City Improvement District: Mr Marc Truss •Have a 24/7, 365 days per year commitment – require more staff / resources. • Pavement repairing after it was dug-ups – extremely costly. •To increase law enforcement Llandudno Special Rating Area: Ms Marguerite Bond-Smith •Donations received were specifically for cameras. •Residents were unhappy with regard to the rates increase. Woodstock Improvement District: Mr Chris Lloyd •Delivering more than a top-up service, since we purchased a cleansing removal truck, COCT does not clean in Woodstock. •Being held responsible for work COCT must do •Spend lots of money on removing illegal posters Cllr Chapple raised concern on cleaning of poles, need to know who has the contract to remove illegal posters. Cllr Bryant inform the meeting that COCT is operating in the area, however the concern will be discuss with the Head of CID regarding the top-up service. Observatory Improvement District: Mr Hudson McComb •Introduced a Social Development program for the homeless and is very successful. •Crime has come down since last year. •Bank charges has reduced by half and interested has doubled. .Paarden Eiland City Improvement District: Ms Patricia Tallant •Operating within budget •Taking action in water harvesting •Excellent in-house CCTV camera system, cover the whole area. Little Mowbray and Rosebank Improvement District: Mr Marc Gammon •Shelters program / system not adequate not enough time spend to integrate homeless people, the homeless people must leave in the morning and return in the evening •In need to increase the bed space for homeless. •There is a lack of ablution facilities for the homeless in the area. Currently the Liesbeeck river is being used as a ablution facility. Cllr Chapple raised the concern of the private sector and CID’s to share resources, such as CCTV cameras. All areas should have a CID, it benefit the all. Salt River Business Improvement District: •To increase cameras Grootte Schuur Community Improvement District: Ms Nina Farrell •Assist many homeless with obtaining identity documents. • Phase one starting off with twenty cameras, whole project will be sixty cameras. •Night operations taking place four times a month •Cleaning of Liesbeeck river UNANIMOUSLY RESOLVED to be RECOMMENDED for noting by the subcouncil.
