That the number of request(s) received for traffic calming measures for the period September 2017 BE NOTED and technical assessments BE APPROVED as follows:
A. TRAFFIC CALMING APPLICATIONS:
1. Ward 105: Link Road, Schoongezicht: Request for speed humps and possible traffic survey along (Claasen/Koeberg and Plein/Koeberg and Paul Kruger/Florida/Claasen and Murray/Link and Koeberg)
(i) That it BE NOTED that the Koeberg Road Access Management Plan is being drafted and will entail a holistic approach, inter alia investigating the accumulative effect of all traffic linking onto Koeberg, the Clara Anna Fontein Development, via Mosselbank River Road as well as this intersection with Koeberg
(ii) That the report as listed above (i) serves before Subcouncil 7 once completed.
2. Ward 105: Langeberg Road, Sonstraal Heights (vicinity Verdi/Langeberg). Request for speed/red light camera along Langeberg Road
That it BE NOTED that the application will serve before the next Camera Review Committee scheduled for 7 December 2017, subject to the timeous surveys being conducted, after which the Subcouncil be informed of the outcome.
3. Ward 105: Murray Road, Vierlanden (Speed humps and extension of white lines) Boland Road / R304 Intersection (Speed/Red light Camera): Request received for Speed Humps (Murray) and Speed Camera/Red light (Boland/R304 Intersection)
(i) That it BE NOTED that the application iro Boland Road/R304 Intersection will serve before the next Camera Review Committee scheduled for 7 December 2017, subject to the timeous surveys being conducted, after which the Subcouncil be informed of the outcome.
(ii) That it BE NOTED that 2 speed humps in line with the Policy were erected along Murray already in line with policy guidelines, but that the application for further speedhumps be forwarded for assessment to Darren Willenberg.
(iii) That it BE NOTED that the request for road markings was forwarded to the line department for attention.
4. Ward 112: Waterbok Crescent, Goedemoed. Repeat Request received for traffic calming / Speed humps
(i) That Waterbok Crescent again BE ASSESSED and traffic counts be done to determine the vehicular movement during peak hours (am and pm) for 2 to 3 consecutive days.
(ii) That the traffic counts listed above not be conducted during holiday/ off peak periods.
(iii) That large signage iro safer driving be erected at the Park.
5. Ward 21: Eversdal Road, Bethanie, Eversdale. Request received for speed camera & enforcement
(i) That it BE NOTED that the application will serve before the next Camera Review Committee scheduled for 7 December 2017, subject to the timeous surveys being conducted, after which the Subcouncil be informed of the outcome.
(ii) That the outcome of the requested traffic enforcement (File 31/5/2) be reported on.
FURTHER RESOLVED
(6) That an urgent meeting BE SCHEDULED with Integrated Transport and all role players to revisit the proposed desire lines envisaged for non-motorised sidewalk construction within the area of Subcouncil 7.
B. TRAFFIC CALMING ASSESSMENT OUTCOMES
1. Ward 112: Sonneweelde / Zebra Street, Goedemoed
That an all-way stop control at the Sonneweelde / Zebra Street intersection BE APPROVED subject to the availability of funding and placed on the awaiting funds schedule.
2 Ward 112: Van der Westhuizen Street, Durbanville
That additional traffic calming measures NOT BE SUPPORTED for the reasons as listed below, but that one RTM4 zebra crossing be painted along van der Westhuizen Street as well as all road markings and road names be repainted
3 Ward 103: Mendelson Crescent, Pinehurst
(i) That 3 x Speed Humps BE APPROVED, strategically located along Mendelsohn Crescent, subject to the availability of funding and placed on the awaiting funds schedule.
(ii) That the layout plans be submitted
4 Ward 105: Koeberg & Schoongezicht, Durbanville
That an all-way stop NOT BE APPROVED for the reasons as listed below, however, the trees along the sight lines be trimmed to improve sight distances and signage BE ERECTED along Koeberg Rd to improve traffic flow.
Reasons for Non-Support as submitted by TDA
An all-way stop is problematic for the following reasons:
• Traffic calming has been implemented along Schoongezicht historically to address rat-running and pedestrian safety. An all-way stop will reinforce the rat-run through the neighbourhood which is undesirable from a neighbourhood safety perspective,
• The all-way stop is not in line with the Koeberg Road access management plan. The plan is still under investigation via the Transport and Development Control Department (Daniel Potgieter).
• The traffic volumes are significantly unbalanced at this intersection which means that a new stop control would probably be treated as a yield control along Koeberg Road. Coupled with the fact that vehicles will be approaching this intersection at high speed, an all-way stop will create additional safety concerns due to driver confusion in terms of right of way. Resultants complaints such as motorists ignoring the stop controls will also become an additional law enforcement burden.
• An all-way stop may also cause delays along Koeberg Road due to the amount of northbound right-turning vehicles and the southbound left-turn vehicles from Koeberg Street into Schoongezight Street (see Annexure A).
• Shoulder sight distances were observed to be sufficient at the intersection and there have been no serious incidents recorded at the intersection over the last 5 years which indicates that this is not a high risk accident location.

DISCUSSION:
19-03-18: The Subcouncil Manager reported on the presentation to councillors which took place on 14 March 2018 and stated that a final report will serve on the April 2018 agenda of Subcouncil 7.
The Subcouncil stated that all the information from previous assessments were obtained and will serve as a comprehensive report on 20 April 2018.
19-02-18: It was noted that a report on the Koeberg Road Management Plan would serve before Subcouncil once completed and that a presentation on the Non-Motorised Project would be dealt with under item 07SUB06/02/18
22-11-18: The Subcouncil Manager reported on her observation of the non-motorized sidewalk construction project being withdrawn and funds re-routed.
Ald Amira requested that his comment, i.e. to ensure that ward councillors and subcouncils be involved in future planning be noted under item 07SUB 14/01/18.
20-11-17: Darren Willenberg was in attendance for the item.
It was requested that separate reports be submitted in future for traffic calming requests and outcomes of assessments.
The history pertaining to Waterbok Crescent and the repeat request for traffic calming was noted.
Ald. Amira informed the meeting of the Non-Motorised Transport Unit’s intention proceeding with the installation of sidewalks within the Subcouncil area of jurisdiction and indicated a tender would be advertised shortly.
He further stated that neither the Subcouncil nor Councillors were consulted and requested that an urgent meeting be scheduled in order for the Subcouncil to provide input ito locations, especially around schools.

1. Koeberg/Mosselbankrivier interseksie
Telkom het die projek met amper 6 weke vertraag om hulle diens te skuif. Ons kantrakteur is terug op terrein en volstoom besig met die opgraderingswerk. Ek voorsien dat die werk binne die volgende 2-3 weke voltooi sal wees.
2. Koeberg/Oxford Die konstruksie van die linksdraaibaan gaan nie meer voort nie, ons het uit tyd gehardloop met die ontwikkelaar se kapitale bydrae.
Ons sal egter nie van die Oxford/Koebergweg interseksie vergeet nie. Sodra ons ‘n geleentheid kry sal ons die opgraderingswerk uitvoer.

Subcouncil Meeting 19 November 2018:
Cllr Uys raised the concern that construction work had been left unattended for a period of 3 weeks and requested that the line department report on the situation.
It was further requested that the construction of the left turn off Oxford into Koeberg road be monitored.

reply to items (a) & (b) are:
1. No, the upgrading of the Plein Street Circle as well as the Oxford Street/Koeberg Road left turn lane will not take place soon- we unfortunately ran out of time. The fund source is DC funds (developer money) which had to be spent before the opening of the new Oxford Square Shopping Centre. The new Centre opened its doors towards the end of last year. Unforeseen time delays were experienced at the Mosselbank River/Koeberg Road intersection upgrading which resulted in timelines being pushed back to such an extent that we had no other choice but to cancel the upgrading of the aforementioned projects.
2. Upgrading of the intersections remains on our priority list. Once the necessary funds become available we shall complete the construction work as planned. It must be noted though that the upgrading will take place if and when DC funds become available, alternatively and the preferred route is that our Transport Network Facilitation & Development Department budget for the proposed TSM network upgrades.
