UNANIMOUSLY RESOLVED That the number of request(s) received for traffic calming measures for the period September 2017 BE NOTED and technical assessments BE APPROVED as follows: A. TRAFFIC CALMING APPLICATIONS: (1) Ward 105: Hibiscus / Hyacinth Street, Durbanville: Request for Speed Humps along Hyacinth was received via the Call HIBISCUS: That it BE NOTED that 2 Speed humps were approved during 2012. One speed hump was erected on the mayoral project and the second speed hump was erected on the 2016/17 ward budget. HYACINTH: That it BE NOTED that traffic calming along Hyacinth NOT BE SUPPORTED. Reasons provided by TDA for non-support: Typical residential road with no schools or public facilities, and therefore this road do not meet the requirements specified within Section 7(3) of the Traffic Calming Policy. Currently there is no indication that this is a critical road safety problem demanding immediate road safety interventions. Unless further quantifiable evidence is provided (such as times and locations of significant pedestrian activity or evidence of a serious incident), TCT will not be able to support the implementation of traffic calming along this road. (2) Ward 112: Robinson Street, Vergesig (between St John’s and Templeman Street): Request for speed humps and/or circles and enforcement. That it BE NOTED that traffic calming along Robinson (between St John’s and Templeman) NOT BE SUPPORTED. Reasons provided by TDA for non-support: • The road in question is a class 5 residential which is designed to carry local residential traffic • The road is one of the main accesses into southern Aurora and therefore traffic volumes are expected to be slightly higher than adjacent streets in the area, but not excessive • There are visible desirelines travelling over the public open space across the road into Templeman Street • It can be concluded that this is a medium risk environment for vulnerable pedestrians B. TRAFFIC CALMING ASSESSMENT OUTCOMES: (3) Ward 112: Koeberg / Claasens, Durbanville That it BE NOTED that an all-way stop at the intersection of Koeberg/Claassens NOT BE SUPPORTED, however the following BE RECOMMENDED (i) Trees and foliage be trimmed to improve the SSD of vehicles exiting from Claasens (ii) Warning signage with advisory speed (50 km/h) should be implemented Reasons provided by TDA for non-support: • Speeding is insufficient reason to implement an all-way stop along this road • There have been no serious accidents recorded • An all-way stop will result in significant congestion and queues during PM peak period (4) Ward 105: Eland / Heerengracht, Durbanville That it BE NOTED that 2x speed humps along Eland Street and 2x speed humps along Heerengracht Street were recommended by TDA respectively, and will be placed on the AWAITING FUNDS schedule. C. TRAFFIC CALMING SCHEDULE: REMOVAL OF OLDER APPLICATIONS (a) That the assessments on the below mentioned traffic calming applications which were previously recommended, be reviewed and confirmed by TDA whether still valid and that those which were assessed in terms of the previous Traffic Calming Policy be reviewed in terms of the new policy adopted January 2016.
