RESOLVED Subcouncil 4 RESOLVES that the following projects be included into the 2018/19 Budget: Ward 25 •Upgrading and Resealing of roads throughout Subcouncil 4 •Repairing of potholes throughout Subcouncil 4 •Developing of sidewalks throughout Subcouncil 4 •Resealing of roads in Eureka Estate •Upgrading of play parks throughout Subcouncil 4 •Street Lighting to be upgraded for the whole ward •Rebuilding/reconstruct Ullswater Street •Multipurpose centre Connaught •Clinic for Connaught Est •Upgrading of parks •Library in Connaught •Athletic track •Upgrading of rental flats •Services to backyarders •Housing development •Upgrading of reading rooms •Install geysers in rental stock •Erect a reading room in Connaught Est. •Water management devices at all flats Ward 26 •Provision of more EPWP opportunities to assist in combating crime Open Space between De Hoek and De Doorns to be developed for a small business hub •Upgrading of flats between De Doorns and De Brug •Divide Astra Avenue (currently both lanes are outgoing) in Riverton into an incoming and outgoing lane to the station •Provide sufficient lighting at the Leo Mews flats •Reseal/reconstruct/resurfacing of roads in Beaconvale Industry:Jan Smuts Street, Beacon Way, Rissik Street, Tredoux Street. •Transports inter change development for commuters and taxis on the northern side of Parow. •Bridge safety rails damaged to be replaced - Voortrekker Road to Halt Road, Elsies River (the safety rails and the wiring to be replaced on both sides of bridge over the railway line) and Jan van Riebeeck Road, Parow, bridge over railway line 9 (the safety rails and the wire to be replaced on both sides of bridge) •More police visibility and a mobile office to patrol hotspot areas within Leonsdale •Fencing of 12th Avenue, Leo Mews. Arcadia Court and Nono court •Fencing and/or a satellite metro police office at the corners of De Kock, Rissik and Cloete Street •Bridge safety rails damaged, to be replaced - Voortrekker Road to Halt Road, Elsies River (the safety rails and the wiring to be replaced on both sides of bridge over the railway line) and Jan van Riebeeck Road, Parow, bridge over railway line 9 (the safety rails and the wire to be replaced on both sides of bridge) •Employ more staff to facilitate daily activities at the Leonsdale Recreational hub •Upgrade Sleepy Hollow Sports field, convert to an indoor sports field/Arena •Revamping of the Piet Retief Park in Parow Valley •Benches; wooden chairs; outdoor gym equipment, etc •Big Park in Tiara Way upgraded to a Multi-purpose recreational hub to accommodate all sporting codes. •Provide sufficient police visibility and lighting for the Garba Village Informal Settlement •Adequate skills and training programmes for home based carers and Clinic staff at the Leonsdale Clinic •Leonsdale Clinic to be fully equipped with Staff and all resources needed to be fully functional and operating 5 days a week 08:00 to 17:00 •Develop land for drop-off site in Beaconvale Industry. (solid waste) •Grass and trees to be planted in 9th Avenue, Leonsdale, 11th Avenue, Leonsdale, 14th Avenue Leonsdale and Tiara Way, Leonsdale Ward 27 •Rehabilitation of road surfaces in Goodwood •Upgrading of Goodwood Library motivation available on request •Replace overhead wires with underground cabling •Systematic replacement of aging water pipe network in entire suburb •Installation of CCTV cameras at strategic points in the Goodwood residential area •Fencing of Combrinck Park - Goodwood •Fencing of McDonald Street Park •Focussed traffic enforcement, regular and consistent. •Upgrade of infrastructure at Hamilton Street Sport Grounds •Community Food Garden at Rohm Street Park Ward 28 •High Mast Lights to be installed- Melton Road & Molteno Court Clarkes Estate •Close Lanes between the Church & Clinic at 26th Avenue •Close Lanes between Avonwood Sports field and Avonwood Primary School •Roads reseal/resurfacing of roads in Ward 28 •Cleaning of storm water drains: Jet vac all storm water drains in Ward 28 •Upgrade soccer field in Melton Road, Clarkes Estate •Play Park for Children in Avonwood area •Safety at Sports Complex in Avonwood •Upgrade Fenced at Enfield Park •Re-Build Park in Springbok Place •Build braai facilities in Clarkes Estate at the parks •Fix Netball Court in Tweeling Hof, Adriaanse •Upgrading of parks: Play equipment and seating. Planting of grass and shrubs. Indigenous plants. •Replace Wendy Houses with RDP Houses in Springbok Place •Subsidised & Skills Support for Avonwood •Upgrading of council owned rental stock (flats and houses) in the entire area of Ward 28 •Maintain all rental stock (paint, electricity, plumbing, etc.) and install natural light beams and solar panels water and sanitation and electricity to backyard dwellings, visible number to all dwellings Ward 30 •Resurfacing of pavements in the entire Ruyterwacht area •Upgrading/Rehabilitation of concrete roads to tar roads in Kalksteenfontein South & North and Bishop Lavis area •Upgrading of the Netreg Canal along the railway line in Kalksteenfontein •Upgrading of blocked sewerage pipes/drains in the entire Ward 30 •Upgrading of storm water drains/pipes in Matroosfontein •Erecting of a fence along Valhalla Drive and Jakkalsvlei Road, Plakkies Street, Kalksteenfontein South •Replace wooden electrical poles with metal electrical poles as well as replacing the eroded metal poles in the entire Matroosfontein area •Upgrading of streetlights and installation of High Mast Lights in Ruyterwacht area •Upgrading of lighting at Matroosfontein Civic Centre, Kalksteenfontein North (Salvia Street) •Roadmarkings and stop signs in Angela Street, Valhalla Park, Livingstone and Jan van Riebeeck Street, Ruyterwacht •Jetvac stormwater drains at The Range Municipal Flats. •Fencing around public facilities: Matroosfontein Civic Centre and the POS surrounding the MCC, Kalksteenfontein Community Centre •Upgrade of the Heritage Square at the circle opposite Zirelda Steyn Hall, Ruyterwacht •Continuation of the outside bathroom and toilet facilities project in Kalksteenfontein •Upgrade of council owned rental stock in Valhalla Park •Construction of transport interchanges including taxi rank particularly at Ruyterwacht, Parow, Vasco Stations •Upgrade of the Elsies River Kraal River from Elsies River to Jakes Gerwel Drive past GrandWest Casino •More visibility of Policing (City Police and Law Enforcement) in the entire Ward 30 •Recreational Facilities in Matroosfontein & Kalksteenfontein, such as sports facilities/fields •Upgrading of all the Parks in Kalksteenfontein, such as Uintjie Street Park, Soetkop Park, etc •Replacement/Installation of play equipment to all the parks in Ward 30 •Park equipment to be upgraded/repaint and repair existing equipment (new swings, jungle gym) hard surfaces to be removed and replaced with soft surfaces.
