UNANIMOUSLY RESOLVED TRAFFIC CALMING REQUESTS a. That the number of request(s) received for traffic calming measures for the period May 2017 BE NOTED and technical assessments BE APPROVED as follows: 1. Ward 112: Muisvoël Street, D’Urbanvale (rat-run: Herron / Falcon / Mosselbank / Vissershok): Request for Traffic Calming measures in Muisvoël Street, D’Urbanvale. Ref No: TNDN1118 That it be NOTED that the traffic calming request NOT BE SUPPORTED : TDA provided the following information: • Mosselbank River Rd: due to the fact that traffic calming had already been implemented on Mosselbank River Rd and the road is only used at 67 % of its capacity. • Muisvoël / Herron/Falcon : TDA provided the following information which substantiated the Subcouncil’s decision: ? Not in line with the criteria of the revised Traffic Calming Policy ? No public facilities or evidence of significant pedestrian activity which require traffic calming ? It is evident that the rat-run have mitigated with the implementation of the new roundabout at the intersection of Mosselbank River / Adderley Streets – even if the rat-run would to persist, evidence needs to be provided to suggest that this is a critical safety issue, which does not seem possible ? Low accident rate 2. Ward 103: Langeberg Ridge: Impala & Robyn; Robyn & Ridge and Ridge & Springbok Rd, Langeberg Ridge): Request for Traffic Calming – Raised Intersections – Repeat Ref. No: TNDN0869 (Request iro Robyn Street) That it be NOTED that the traffic calming request for raised intersections at Impala & Robyn; Robyn & Ridge and Ridge & Springbok Rd, Langeberg Ridge NOT BE SUPPORTED for an assessment as an assessment was done previously (Ref. No: 1096) resulting in an all-way stop at the Springbok/Robyn/Dennesig Close being recommended. 3. Ward 112: Van der Byl Avenue, opposite Oxford Street, Durbanville: Request for guard rails at the intersection of van der Byl Avenue and Oxford Street, Durbanville That it be NOTED that the traffic calming request iro guardrails NOT BE SUPPORTED, but warning signs as indicated below BE RECOMMENDED. TDA provided the following information: The intersection was assessed in accordance with SARTSM Volume 1, where the following was found to be applicable: • SARTSM Volume 1, page 3.1.2, Table 3.1 Advance warning sign location and size states that for an operating speed of 60km/h the location of the warning sign from the hazard should be 120m. • SARTSM Volume 1, page 3.2.1, paragraph 3.2.2 states that the T-junction warning sign W104 is to warn road users that a T-junction is ahead where traffic is required to make a sharp turn either to the left or the right. If the junction has a history of accidents an appropriate warning sing may be used in addition to advance direction signs and/or traffic signal control. • SARTSM Volume1, page 3.4.1, paragraph 3.4.2 states that the traffic control “stop” ahead warning sign W302 is to warn road users of the stop sign ahead. • SARTSM Volume 1, page 3.5.5 states that the T-junction chevron warning sign W409 is to warn road users that the roadway does not continue beyond the junction and that road users must either turn right or left. Based on the above, placement for warning signage is warranted. 4. Ward 21: Outcome of General Appeals Committee iro Smarag / Kwartz Streets, Stellenridge That it be NOTED that the General Appeals Committee upheld the Subcouncils decision NOT TO SUPPORT the traffic calming application and the appeal be dismissed, refer extract of decision reflected below: UNANIMOUSLY RESOLVED that: (a) the appeal submitted by the appellant, Lynn Wicks, BE DISMISSED for the following reasons: • the application is not compliant with the Traffic Calming Policy and criteria in terms of schools and public facilities as indicated by the Roads Engineers and motivated by TDA as follows: - Class 5 residential road - Open field will not attract significant volumes of pedestrians and the road is not accessed directly by any other public facilities - No accident stats recorded - not considered a high risk accident location. (b) The decision taken by Subcouncil 7 at the meeting held on 15 March 2017 to refuse the application for traffic calming in Smarag- and Kwartz Streets, Stellenridge, BE CONFIRMED.
