RESOLVED 1. That it BE NOTED that the following new requests for traffic calming measures for Ward 11 was received for assessment: Cllr D Visagie - Ward 11 Navic Road Old Nooiensfontein Road Opstal Road William Road Cllr R Saralina – Ward 19 King Arthur Avenue, Camelot Silversands Road, Wesbank Wesbank Main Road – raised intersection (near Flower Street) Pedestrian crossing at Wesbank No 1 Primary School and Rainbow Primary School Theescombe Street, Wesbank Cllr T Batembu – Ward 108 Tokwana Street (from circle opposite Mfuleni High to the circle in Parliament Street ONqubelani Street Ext 6, Mfuleni UmBashe street Ext 6, Mfuleni Pearl Street, Fairdale Admirable Street, New Beginning Fountainhead Avenue, New Beginning Commonwealth Street, New Beginning Companion Street, New Beginning 2. The following assessments were undertaken by the Transport Netwerk Development: TDA Cape Town in terms of the City of Cape Town’s Traffic Calming Policy and the outcome thereof are as follows: Ward 19 Hindle Road The request of bollards in order to protect the rear property boundary of erf 9086, the rear property boundary of erf 9086 abuts Hindle Road, classified as a Class 2 road, which operates at 60km/hour. Hindle Road forms part of the public transport route (bus and taxi route). Hindle Road has a verge of 2.2m wide with 1.5m wide footway on the southern side and the roadway is approximately 9.0m with 1.0m shoulder widths on both sides. During site investigation that was done in May 2016 it was observed that there are no existing speed limit signs on Hindle Road between Saxdown Road and Eersteriver Way, therefore this department recommends that the speed limit signs be installed. Bollards are used in areas where vehicles are prohibited e.g. pedestrianized areas as well as where there is no thoroughfare for vehicles. This department cannot support the request of bollards for protecting private property as the installations of bollards and other barriers next to the roadway are in themselves hazards to traffic, and will possibly pose a greater risk than the off road hazard. Where the current geometry of the road does not constitute a danger, other avenues are considered as a way of modifying the hazard. In order to address the speeding concern along Hindle Road, this department recommended that speed limit enforcement be conducted on a regular basis in order to ensure that vehicles comply with the speed limit applicable. Furthermore warning sign (W202) of the slight curve be installed in advance of the existing slight curve located between Bardale Road and Klipfontein Road, in order to create awareness to the driver for the conditions that will be following.
