19/04/17: Ms Juliet Leslie briefed the meeting as to the supplemental report. Cllr Matthew Kempthorne stated that bollards are required to prevent illegal parking and to improve sightlines. He also made reference to page 165 of the agenda, par. 2, stating that two carriageway crossings are preferred instead of three, as recommended by the Transport department following a site investigation. After discussion, the application was put to the vote by show of hands, and votes were recorded as follows: 5 – in favour of application 2 - against application. RESOLVED that for the reasons as contained in the report, the a) Application for subdivision of Erf 669, Camps Bay into three portions (Portion A 319m2, Portion B 306m2, Portion C 336m2), BE APPROVED in terms of Section 25 of the Land Use Planning Ordinance No 15 of 1985, subject to conditions as contained in Annexure A attached to the report and imposed in terms of Section 42 of the Land Use Planning Ordinance No 15 of 1985. b) Application for departures for Erf 669, Camps Bay as set out in Annexure A attached to the report, BE APPROVED in terms of Section 15(1) (b) of the Land Use Planning Ordinance No 15 of 1985. c) Application for Council approval as set out in Annexure A attached to the report, BE APPROVED in terms of Section 2.3.1 of the City of Cape Town Zoning Scheme Regulations. d) The following conditions be added: (i) Prior to building plan submission, the applicant shall submit a revised Site Development Plan showing a maximum of two carriageway crossings to the satisfaction of the Director: Development Management and the Commissioner: Transport and Urban Development (Integrated Transport Portfolio) (ii) Within three (3) months of building plan completion, the owner shall install bollards on the north eastern side of Sedgemore Road to prevent vehicles from stopping and parking along such road reserve, to the satisfaction of the Commissioner: Transport and Urban Development (Integrated Transport Portfolio). 15/03/17: Mr Gregory September briefed the meeting as to report. An interview was granted for both the applicant an objector. The objector, Mr Chris Willemse on behalf of the Camps Bay Ratepayers’ and Residents Association motivated the objection as per Addendum B. The applicant, Mr Willem Buhrmann motivated the application by way of a presentation. See Addendum C. After discussion, Subcouncil 16 agreed as follows: UNANIMOUSLY RESOLVED that the application for subdivision and departures, Erf 699, 48 Sedgmoor Road, Camps Bay BE DEFERRED to allow an on-site inspection.
