Ms Zeenat Arief explained the delay in the tender process. She said the anticipated start date was May 2017 and hopefully the project will now commence in June 2017 once the supply chain processes are completed. Ms Arief also presented a presentation on the Upgrade: Elizabeth Park to Jack Muller. The presentation is attached as Annexure A.
The meeting noted the presentation and feedback provided and agreed to close and remove the item from the matters receiving attention.

The following feedback was received from Ms Lorraine Cleophas via email. The existing water reticulation network in Oakdale consists of Asbestos-cement pipes of various sizes, namely diameters of small 50mm, 75mm and 100mm. The water reticulation network has reached its lifespan and the systematic replacement and upgrade of this suburb forms part of an extensive Citywide waterpipe replacement program. The total length of Oakdale’s existing waterpipes = 33 993m². The Oakdale waterpipe replacement program is divided into five(5) phases. The first phase was planned for implementation in the 2016/17 financial year. However, due to the budget constraints the project office received budget allocation of R641 250. This budget allocation will be fully utilised for emergency repairs in this financial year until more budget is available for specialist contracted services. The specialist contracted service will be trenchless technology for the rehabilitation works. Phase 1 will consist of the following street locations: Binneman, Burlington, Sanford, Van der Stel, Springfield and Andrew Murray Streets.

Ms Jansen reported that Mr Mark Pinder submitted the following feedback on the Strand Street Widening, Kuilsriver. The new road works are currently out to tender with the closing date on 20 March 2017. The department aims to have the tender awarded during the 2016/2017 financial year and construction will commence in the 2017/2018 financial year.
Ms Jansen received the following feedback from Ms van der Merwe on the Upgrade of Tygerberg Hospital Substation (SS). The project is on track and as per the projections the full budget allocation will be spent by the end of this financial year. The transformer is the biggest cost and the delivery of this unit is scheduled for later this month.
Ms Jansen also received the following feedback from Ms Jeanette Mosotwana on the Upgrade: Elizabeth Park to Jack Muller Park. The tender evaluation process is underway and the Bid Adjudication Committee report is being drafted and will be finalised once the due diligence is conducted on the successful tenderer. The department have experienced delays due to lowest rank tenderer withdrawing their tender offer at a late stage. The contract is however on track to commence with construction in May 2017. The Environmental Impact Assessment (EIA) process and approval has been concluded and approval was granted. The construction period will be for 12 months.
Cllr L van der Walt requested that the Subcouncil Manager obtain clarity to the fact that the lowest rank tenderer withdrew and the delays it caused.
The chairperson suggested that Ms Mosotwana be requested to do a presentation on the scope of the project Upgrade: Elizabeth Park to Jack Muller Park.

a) That the item remains on the matters receiving attention.
b) That the Subcouncil Manager obtain clarity why the lowest rank tenderer withdrew and how the withdrawal delayed the processes.
c) That Ms Mosotwana be requested to do a presentation on the scope for the Upgrade: Elizabeth Park to Jack Muller Park.
