UNANIMOUSLY RESOLVED TRAFFIC CALMING REQUESTS a. That the number of request(s) received for traffic calming measures for the period November and December 2016 BE NOTED and technical assessments BE APPROVED as follows: 1. Ward 112: Basson / Squire Street, Durbanville: (Request for Speed Humps along Basson Street and Red no-stopping lines at the intersection of Basson & Squire Street) That it be NOTED that yellow no-stopping lines were painted; the traffic calming request NOT BE SUPPORTED for an assessment at this stage due to the diversion of traffic during construction which may have caused the situation. Will be re-evaluated in future on request. 2. Ward 103: Joostenberg Street, Bonnie Brae Kraaifontein (Request for speed humps and sharp curve signage) That the traffic calming request NOT BE SUPPORTED for an additional assessment for the following reasons: • Not in line with the criteria of the revised Traffic Calming Policy: • Not in close proximity of public open spaces, schools, churches, crèches etc. • Low accident rate 3. Ward 112: Sport Road, Durbanville (Request for Traffic Calming Measures – Raised Intersection) That a raised pedestrian crossing in the vicinity of the cricket club BE SUPPORTED in order to create a safe pedestrian crossing, the road reserve to be investigated in order to manage the traffic, larger speed restriction signage to be erected and the line department TO FUND the project. 4. Ward 105: Lords Walk, Fisantekraal (Request for Speed Humps (Petition received) via the Ward Councillor on 28 November 2016) That, in view of the accident stats, POS at the end of the road and nature of the road which lends itself to speeding, an external assessment BE REQUESTED and if supported, the project BE FUNDED by the line department, alternatively ward funding could be considered. 5. Ward 105: Herta Erna, Koeberg & Claassens, Durbanville (Request for traffic calming (4-way stop) and Speed Camera along Koeberg) That the traffic calming (4-way stop) request in respect of Herta Erna NOT BE SUPPORTED as its not in line with the policy and criteria ito schools or public facilities, however an external assessment with a view on an long term solution iro Koeberg, Claassens and surrounds BE SUPPORTED due to the additional volumes of traffic which may be generated by the Clara Anna development and the problems experienced by drivers to link onto Koeberg Rd from any of the adjoining roads. 6. Ward 105: Koeberg / Mosselbank Intersection : (Request for permanent camera or traffic circle or 3-way stop with warning signals) That an external assessment iro Koeberg / Claassens and surrounds BE SUPPORTED as reflected in 5 above 7. Ward 112: Suikerbos / Racecourse, Durbanville : (Request for concrete barrier and Speed Humps) That the application NOT BE SUPPORTED for the reasons reflected below of which the applicant was informed. “The Transport Department has advised that there are strict guidelines in place for barriers and guardrails and unfortunately this location does not qualify for such, for the following reasons: 1 The City cannot install barriers to protect private property and cannot be held liable for driver behaviour. There are strict prescriptions w r t where barriers may be installed such as highway embankments, boulders, permanent bodies of water next to the road, etc. 2 It must always be borne in mind that guardrails and other barriers next to the roadway are in themselves hazards to traffic and should only be installed when the off road hazard is greater than the hazard posed by the barrier.” 8. Ward 103: Viking Drive, Kraaifontein : Request for Speed Humps That the traffic calming application NOT BE SUPPORTED for an assessment as it’s not in line with the policy and criteria ito schools or public facilities, but could be re-evaluated with future requests (2-year period). b. TRAFFIC CALMING ASSESSMENT OUTCOMES Ward 103: Jute, Patula & Robyn Streets, Langeberg Ridge – Outcome of assessment That the outcome of the traffic calming assessment received during the period November and December 2016 BE NOTED and traffic calming measures be placed on the awaiting funds schedule for ward allocation purposes, but only along Robyn Road in view of the accident statistics and public amenity.
