UNANIMOUSLY RESOLVED
That the decisions taken in terms of subdelegated authority and recess powers (07SUB 08/11/16) w r t the applications for extension of liquor trading hours during the period: December 2016 as listed below BE NOTED:
A. APPLICATION FOR EXTENSION OF LIQUOR TRADING HOURS MONDAY TO SATURDAY (18:00 TO 20:00) AND SUNDAY TRADING (11:00 TO 18:00) FOR OFF-CONSUMPTION PREMISES IN RESPECT OF: WARD 105: MEERENDAL WINE ESTATE
RESOLVED
a. That the application for the extension of liquor trading hours Monday to Saturday (18:00 to 20:00) for off-consumption premises submitted by Meerendal Wine Estate BE APPROVED;
b. That the application for the extension of liquor trading hours Sunday trading (11:00 to 18:00) for off-consumption premises submitted by Meerendal Wine Estate BE APPROVED; and
c. That the above (a and b) be subject to any reasonable proof submitted to the Subcouncil, in the form of a report from:
1. The Liquor Officer at the local SAPS station; or
2. An Officer from the City of Cape Town’s Liquor Enforcement Unit; or
3. Any other authorised Official of the City of Cape Town,
or that which is regarded to be an offence or transgression in terms of the Western Cape Liquor Act or any City of Cape Town Policy or By-Law in respect of the premises or use of the premises, resulting in immediate steps to have this approval revoked.
d. The applicant must ensure that no sale of liquor is made directly to or via a third party to unemployed and/or homeless persons in the vicinity of Meerendal Wine Estate.
e. That this approval be valid for 12 months from the date of approval subject to the applicant being in possession of a valid Liquor License.

B. APPLICATION FOR EXTENSION OF LIQUOR TRADING HOURS MONDAY TO SATURDAY (18:00 TO 20:00) FOR OFF-CONSUMPTION PREMISES IN RESPECT OF: WARD 112: GOEDEMOED LIQUOR STORE
RESOLVED
That the application for the extension of liquor trading hours Monday to Saturday (18:00 to 20:00) submitted by Goedemoed Liquor Store BE REFUSED.
Reason(s) for the refusal of the applications for the extension of liquor trading hours Monday to Saturday (18:00 to 20:00) submitted by Goedemoed Liquor Store are as follows:
• The premises is located in a quiet residential area.
• The premises is a situated opposite a public open space, where there is already anti-social behavior by street people due to substance abuse.
• The premises is located immediately adjacent to the R300 Road reserve, where there is already anti-social behavior by street people due to substance abuse.
• The residents of the area have elaborated extensively regarding their concerns / objections

C. APPLICATION FOR EXTENSION OF LIQUOR TRADING HOURS MONDAY TO SATURDAY (18:00 TO 20:00) FOR OFF-CONSUMPTION PREMISES IN RESPECT OF: WARD 112: DURBANVILLE KWIKSPAR
RESOLVED
a. That the application for the extension of liquor trading hours Monday to Saturday (18:00 to 20:00) submitted by Durbanville Kwikspar BE APPROVED; and
b. That the above (a & b) be subject to any reasonable proof submitted to the Subcouncil, in the form of a report from:
1. The Liquor Officer at the local SAPS station; or
2. An Officer from the City of Cape Town’s Liquor Enforcement Unit; or
3. Any other authorised Official of the City of Cape Town,
of that which is regarded to be an offence or transgression in terms of the Western Cape Liquor Act or any City of Cape Town Policy or By-Law in respect of the premises or use of the premises, resulting in imminent steps to have this approval revoked.
c. That this approval be valid for 12 months from the date of approval subject to the applicant being in possession of a valid liquor License.
d. The licensee shall not offer for sale or sell any cheap liquor.
f. The licensee shall at all times have security employed to control the parking area of the shopping centre to prevent vagrants and loiterers from congregating there, or loiterers accosting customers and ensure that no littering of any products sold by it or packaging of such products, are discarded in the parking area;
g. The licensee shall not allow children under the age of 18 years or schoolchildren in school uniform, to be in or on the premises;
h. The licensee shall install and keep in good working order at least one security camera, facing the front of the premises, recording events in the front of the premises and the official parking area of the building, which camera shall be integrated with a recognised camera network;
i. The licensee shall ensure that the front of the premises and the official parking area is satisfactorily lit up when it becomes dark.

RESOLVED
a. That the application for the extension of liquor trading hours Monday to Saturday (18:00 to 20:00) for off-consumption premises submitted by Woolworths Okavango Crossing BE APPROVED;
b. That the application for the extension of liquor trading hours Sunday trading (11:00 to 18:00) for off-consumption premises submitted by Woolworths Okavango Crossing BE APPROVED; and
c. That the above (a and b) be subject to any reasonable proof submitted to the Subcouncil, in the form of a report from:
1. The Liquor Officer at the local SAPS station; or
2. An Officer from the City of Cape Town’s Liquor Enforcement Unit; or
3. Any other authorised Official of the City of Cape Town,
or that which is regarded to be an offence or transgression in terms of the Western Cape Liquor Act or any City of Cape Town Policy or By-Law in respect of the premises or use of the premises, resulting in immediate steps to have this approval revoked.
