I have discussed the above matter with the Head: Property Disposals and our response is as follows:
Please note that in order to consider any possible transaction, whether it be a direct deal, an auction or a tender, we first need to obtain in-principle approval in terms of the MATR from Council or our Director (in the case of short-term leases). The first step in this process is for the relevant report to be noted (or recommended) by subcouncil. Therefore the subcouncil reports submitted recently are adequate in their current form to obtain in-principle approval.
In order to be legally compliant, the reports need be re-submitted to subcouncil (for noting) in their current form and once in-principle approval has been obtained from Council, we will be able to proceed with the actual property transaction. At that stage, we will explore all potential options for the sale/lease of the relevant property and a full valuation will be performed.

Dear Mr Monk
Kindly note that Andre Human is currently on annual leave and that I have been requested to provide you with an update on Erf 4141, as soon as the Transport and Urban Development Authority (TDA) completed their initial assessment of the property.
Please be informed that the aforementioned assessment has been completed. In accordance with the TDA assessment, the possible disposal of erf 4141 and surrounding vacant erven has been placed on hold for a period of one (1) year, pending further assessments by TDA. Property Management are therefore not in a position to give effect to point “F” of the sub-council resolution (pertaining to Erf 4141) at this stage.

RESOLVED unanimously by Subcouncil 2 that the report on the proposed granting of closure and in-principle approval for the sale by public competition, of vacant erf 4141, Jakaranda Street, Brackenfell, for residential purposes, BE DEFERRED pending further discussions with the ward councillor and chairperson, and submission of a complete report at the next Subcouncil 2 meeting.
