RESOLVED:
That the application for a consent use in terms of the Municipal Planning By-law, 2015 to allow a rooftop Base Telecommunication Station on Erf 20489 Bellville, 7 Klipkers Straat BE APPROVED in terms of Section 98(b) of the Municipal Planning By-law, 2015, subject to conditions.
Conditions 2.9 and 2.10 are amended as follows:
2.9 That the service provider / operator / lessee shall within 30 days after the telecommunication infrastructure has been erected and is operational submit to the Environmental Health Department of the City of Cape Town, written proof that the radiofrequency (RF) electromagnetic energy (EME) levels of the telecommunication infrastructure are lower than the ICNIRP guidelines. All measurements to be submitted as evidential proof must be done by an independent certified person or body.
2.10 That the service provider / operator / lessee shall on the request of and within the time set by be submitted to the Environmental Health Department of the City of Cape Town, submit proof that the radiofrequency (RF) electromagnetic energy (EME) levels of the telecommunication infrastructure are lower than the ICNIRP guidelines in case a complaint has been Environmental Health Department received or when the Environmental Health Department reasonably suspects that the RF EME emissions might be above the ICNIRP guidelines. All measurements to be submitted as evidential proof must be done by an independent certified person / body.
