After discussion, the panel agreed that this application be REFERRED BACK. The amended application is required to be further detailed and developed to assess the implications of the proposed building extension, in particular on the special landscaped nature of the undeveloped portion of the site, which has heritage and cultural significance. As previously requested by Heritage Resource Branch, an accurate site survey is required, showing landscaping status, existing topography, existing trees and the footprint of the existing building, indicating which trees are proposed to be retained and which are proposed to be removed, noting that the existing mature trees in good condition are to remain, and not only the palm trees as indicated by the applicant.
The plan must show how the required and proposed parking will be accommodated on the site, particularly in relation to the gradient, and with respect to efficient movement of vehicles around the building. In particular, the Transport Branch must approve the access and egress arrangements. The panel noted that if the standard parking requirements were to have a negative impact on the cultural landscape, that a parking departure should be considered. In addition, the negative effect on the streetscape of the building edge on Coronation Road must also be addressed, with better attention to the architecture, and to respond to the City’s Urban Design Policy.
