Resolution details

UNANIMOUSLY RESOLVED that:

a. The application for subdivision in respect of Remainder Portion 1 of Cape Farm 743 IS APPROVED in terms of Section 98 of the City of Cape Town Municipal Planning By-Law, 2015 subject to conditions contained in Annexure A, attached hereto.

b. The application for the rezoning of Portion A from General Industrial GI2 to General Residential GR4 in respect of Remainder Portion 1 of Cape Farm 743 IS APPROVED in terms of Section 98 of the City of Cape Town Municipal Planning By-Law, 2015, subject to conditions contained in Annexure A, attached hereto.


c. The Site Development Plan, for Portion A, to permit the construction of 17 blocks of flats which will consist of 357 dwelling units, attached as Annexure D, in respect of Remainder Portion 1 of Cape Farm 743 IS APPROVED in terms of Section 98 of the City of Cape Town Municipal Planning By-Law, 2015 subject to conditions contained in Annexure A, attached hereto.

d. The application for a parking departure, to permit a parking ratio of 1.25 parking bays in lieu of 2 parking bays per dwelling unit on Portion A, in respect of Remainder Portion 1 of Cape Farm 743 IS APPROVED in terms of Section 98 of the City of Cape Town Municipal Planning By-Law, 2015 subject to conditions contained in Annexure A, attached hereto.

CONDITIONS:
4.1 Approval of the Site Development Plan for Portion A with drawing number 15.2435 SDP/Rev008 drawn by CNdV Africa dated 2016.06.30 (Annexure D)
5.1 The development shall be generally in accordance with the Site Development Plan with drawing number 15.2435 SDP/Rev008 drawn by CNdV Africa dated 2016.06.30 (Annexure D)


REASONS FOR DECISION:

1. The proposal is consistent with the Cape Town Municipal Spatial Development Framework, Cape Flats District Plan, Cape Town Densification Policy, Gated Development Policy and the Urban Design Policy.
2. The proposal is also generally in accordance with the Design and Management Guidelines for a Safer City.
3. The proposal will not have a negative heritage or environmental impact.
4. Sufficient service capacity exists in the area to accommodate the development.
5. The proposed development will have a positive socio-economic impact since it will afford a range of people of different backgrounds and income levels, housing opportunities that are in very close proximity to existing employment opportunities, recreational and educational facilities.
6. The safety, health and wellbeing of the surrounding community will be improved by the implementation of non-motorised transport along Melville Road and the signalising of the Melville – Ottery Road intersection.
7. Due to its proximity to employment opportunities and recreational facilities the development is likely to improve the quality of life of its residents by reducing travel time and travel distance to places of employment and other social or recreational facilities.
8. A Transport Impact Assessment (TIA) was undertaken which concluded that the development will not have a significant negative impact on the surrounding road network.
