UNANIMOUSLY RESOLVED that:
a. The application for departures, as set out in Annexure A for remainder erf 34 Castle Rock, IS APPROVED in terms of Section 98 of the Municipal Planning By-Law 2015
NOTE:
These departures are tied to plans drawn by PJ Camp with drawing numbers 16/13/01 and 16/13/02, both dated 17 May 2016, attached as Annexure C.
REASONS FOR DECISION:
1. The architectural style of the proposed additions is compatible with the existing dwelling house and the surrounding area
2. The proposal will not have a negative impact on neighbouring property owners or on the surrounding area
3. The extent of the additions to the building will not result in an excessively large dwelling house. The total floor space will be ±270m2 which is far less than the 1500m2 ordinarily permitted as of right
4. The setbacks are relatively large and except for the departure from the western boundary, the magnitude of the departures is relatively small. In this regard it must be noted that despite the subject property being one of the largest in the area, it is practically impossible to build a dwelling house on the property without departures
5. To some extent the existing vegetation will screen the building
6. A small extent of the building is already double storey and the additions to the top storey are very small. The roof pitch is low and the floor to ceiling heights are modest
7. The proposal will not have a negative impact on the streetscape
8. The proposal does not lack desirability or impact on any existing rights
9. The proposal is consistent with the Southern District Plan and the Municipal Spatial Development Framework
