Public participation opens on using part of Athlone Stadium’s parking area for mixed-use developmentPublic participation opens on using part of Athlone Stadium’s parking area for mixed-use development<img alt="" src="https://resource.capetown.gov.za/cityassets/PublishingImages/Sport-and-Rec-Stadia-Listing.jpg" style="BORDER:0px solid;" /><p>​The City of Cape Town’s Economic Growth Directorate invites interested stakeholders, including residents, businesses, associations and investors, to participate by submitting their comments and inputs via the upcoming public participation process for the proposed disposal of part of the Athlone Stadium’s parking area for mixed-use development purposes. This initiative forms part of the City’s broader long-term vision to transform the Athlone Stadium precinct into a vibrant hub that attracts investment and delivers lasting benefits to the community. The public comment period will be open from 6 June 2025 until 7 July 2025. </p><span><div class="notification with-heading dark-copy pink bg-light-grey"><div class="desc"><h4></h4><p><span></span>​About the section of parking area identified for proposed disposal: <br>1. Location: Part of the Athlone Stadium’s precinct marked in red on the map and is located between the stadium and Klipfontein Road. <br>2. Size: About 13 366 m2 <br>3. Zoning: General Business 5 (GB 5) <span></span></p></div></div>​​<span><figure class="subtopic-fullsize-img"><img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Portion%20of%20nj%20RE%20Erf%2032604%20_%20Kewtown%20_%20Cape%20Town.png" alt="" style="width:639px;" /></figure>​​In accordance with the City’s System of Delegations, and in line with Chapter 2 of the Municipal Asset Transfer Regulations (R.878), the authority to initiate the public participation process was granted on 21 November 2024.<br></span></span><p>The City of Cape Town’s Economic Growth Directorate hereby invites the public to comment on the City’s proposal to dispose of a portion of the Athlone Stadium parking area, located along Klipfontein Road, for the purpose of mixed-use development aimed at promoting socio-economic growth in the area.</p><p>‘The proposed mixed-use development, which aims to incorporate ancillary retail and commercial components, is expected to stimulate economic activity, create employment opportunities, and enhance socio-economic development within the district. It is important for the public to have their say on this proposal.</p><p>‘The stadium’s central location is ideal for business and employment opportunities as it is located on main public transport routes,’ said Mayoral Committee Member for Economic Growth, Alderman James Vos. </p><p>A feasibility study was done to help determine the best uses of the precinct to revitalise it and benefit the community. Various areas of infill opportunities to develop underused or vacant spaces were identified as part of the study. It is envisaged that the development opportunities will be made available on a phased basis depending on market take up. Although the proposed transaction site is currently utilised for overflow parking, the development concept will be designed to retain and enhance parking and transport functionality, thereby supporting the stadium’s optimal operation and accessibility during events and peak usage periods. The envisioned development linked to the disposal is supported by the Cape Flats District Spatial Development Framework (2023) identifying the area as a ‘Development Focus Area’, supporting intensification within an existing development corridor. </p><p>The development opportunity for this identified site is expected to be made available to the market through an auction. To enhance the sustainability and optimisation of the Athlone Stadium precinct, the City plans to allocate the proceeds from the sale towards enhancing and further developing this facility.</p><p>The site has been identified as surplus to core municipal service requirements, creating an opportunity for strategic redevelopment. Its transformation aligns with the City’s commitment to responsible asset management and strategic urban development. The primary rationale behind the proposed disposal is to unlock its potential in support of optimising the Athlone Stadium precinct, while also stimulating economic growth and fostering social development,’ said Alderman Vos.</p><p>Investing in Athlone Stadium remains priority <br>‘While the City is looking at the future of the section of the parking area, the public can be assured that the Economic Growth Directorate is investing in the popular Athlone Stadium facility to improve its event management capacity, visitor experience and safety. This is absolutely vital because we want to continue to attract more and different events with diverse audiences to this strategic asset, which is part and parcel of the fabric of Cape Town,’ said Alderman Vos.</p><p>Since 2019, the facility has undergone a series of upgrades aimed at enhancing safety, accessibility and functionality.
