RESOLVED Ward 14 – Cllr R Mare No amendments in Ward 14 committee, all 10 Ward Committee members are active. Cllr C Cerfontein and Cllr Fitz applauded Cllr Mare for job well-done and encouraged him to keep it up. Ward 16 – Cllr J Fitz Cllr J Fitz indicated that the concern with none attendance is a very bad reflection with those members that are working hard in the areas, Ward Committee members need to take note of seriousness of their duties within the respective Wards. He said that the Ward Committee needs to take their roles very seriously and urgently fill the vacant spaces, he asked the Subcouncil to leave the vacant seat as he would like to allocate for Sports and will try to get the organisations to come register within the Subcouncil database. Cllr C Cerfontein stated that Ward Committee members should avail themselves to attend Ward Committee meetings; they do get a stipend from the City of Cape Town. If members are not able to serve within their Ward Committees, drastic measures must be taken and replace these Ward Committee members. Cllr C Heynes said that there are particular instances were Ward Committee members arriving late at meetings, there is no reports submitted from sectors represented, we also need to look at punctuality within Ward Committee meetings. She said that as Councillors and Subcouncil to look into the matter of stipend they get from the City, the representatives were nominated by an organisation, if the representative does not attend meetings, the Subcouncil should inform their Organisation to replace this elected member. Ward 17 – Cllr S Oerson Cllr S Oerson indicated that the Safety & Security Representative has resigned and the space is vacant. She also indicated that she wants to fill the position for Faith-based and Education Sectors and request the Subcouncil to invite available organisations to nominate and fill the seats. She would like to request training for the current Ward Committee members, to know their roles & responsibility of what they supposed to do. Cllr C Cerfontein stated that at the induction of Ward Committees, there was a manual provided to the Councillors and Ward Committees, as the Councillor you need to study that manual and engage with the Ward Committee members in order for them to understand their roles. Cllr Cerfontein, reminded each Ward Councillor that as the Chairpersons of the Committees, they need to take the lead with the functions & responsibility so that they can aware of what is expected of them. The Subcouncil Manager advised that, the purpose of the report was for the Councillors to be aware of the situation so they can get organisations registered within the Subcouncil database and invite nominees for an election date to fill the vacant Seats within the Wards. The plan is to have an Induction/training session for new and existing members hopefully by early March 2018. Cllr C Cerfontein requested all Councillors to relay the message to all the Ward Committees so they can be aware to avail themselves for the training to get clear understanding of Ward Committees. Cllr S Oerson said that, the problem with some Ward Committee members, they do not go back and report to the registered organisations and would like the Subcouncil to assist with the administration of this matter. Ward 114 – Cllr T Honono Cllr T Honono said that this issue needs to be taken very seriously, this is a step where they are being groomed to become leaders as well, they are a valuable asset to the Councillors and put pressure to the Ward Councillors to perform in the Wards and create a healthy working relationship together with the Representatives. He said that in terms of the attendance, he is not happy with the way they work and hope that there will be some change in the New Year (2018) and indicated he is still okay with the Sectors allocated.
