Subcouncil 23 consists of four wards and covers a vast area stretching from Philippi to Mitchells Plain and parts of Khayelitsha. The area includes the suburbs of Colorado Park, Lentegeur, Woodlands, Westgate, Ikwezi Park and Philippi Park. The major roads that run through Subcouncil 23 include Jakes Gerwel Drive, Morgenster Road, Cape Flats Road and AZ Berman Drive.
