The Treasury Department is responsible for managing the City’s accounting function and
its cash flow, making investments, raising external finance (or servicing existing loans),
conducting its banking transactions and safeguarding its assets and liabilities. It also
facilitates the City’s annual credit rating, and manages its insurance portfolio.
The department comprises three sections: Accounting and Asset Management, Treasury
and Insurance.
The Accounting and Asset Management section is divided into the Accounting and Asset
management divisions. The Treasury section comprises the Bank Reconciliation, External
Loans and External Financing Fund and Investments and Cash Flow divisions. Within the
Insurance section the divisions are Insurance Claims Services, Risk Management and
Underwriting and Compensation for Occupational Health Injuries and Diseases (COID).
