The City of Cape Town is required by law to ensure that waste is collected from all properties. All residents, property owners, government departments, non-governmental or community service organisations, and business entities must be registered with the City for the planning and determination of waste management services. Waste collection services are classified as 'residential' and 'non-residential.' Non-residential services are those provided to commerce and industry, educational institutions and government departments, etc. In addition, the City also offers an ad-hoc service to collect and manage waste during special events hosted by non-profit organisations. Commercial events can be serviced by private sector contractors or the City, in which case a Waste Management Plan must be submitted as part of the application to host an event.
