According to the Municipal Systems Act, S.11, the Council must devise policies, plans and by-laws
for services.
An Integrated Waste Management Policy for the City of Cape Town was adopted in
May 2006 (MC 08/05/06). The National Policy for Waste Management (White Paper on Integrated
Pollution and Waste Management for South Africa, 2001) specifies that municipalities must submit
an Integrated Waste Management (IWM) plan to the regulator, the National Department of
Environment and Tourism, via the Western Cape Department of Environment and Development
Planning.
The IWM plan includes the Waste Management Sector Plan for the city.
