Main Road (Atlantic Road, Muizenberg, to Clovelly Road, Fish Hoek)

One of Cape Town’s most popular and scenic roads, Main Road between Muizenberg and Fish Hoek, which has been in continual use for  over 200 years, is now need of major repairs due to the weight of 19 000 vehicles passing over it daily.

Although the last maintenance work (a new layer of asphalt) was completed in 1994, the road structure has deteriorated to such an extent that major rehabilitation is required in order to restore it – and make it able to withstand another 30 years of traffic.

The current road was not structurally designed to carry the traffic that it does, meaning that the asphalt surface is breaking up and allowing water through, causing potholes and surface depressions. This causes more cracking, rutting and structural failure of the supporting layers. Over 80% of the road is affected.

What changes will be made?

  • Because there isn’t much room to expand or alter the road, the vertical and horizontal alignment will remain as it is now, except for some minor modifications.
  • The severe camber will be eliminated.
  • The road will have a consistent width.
  • Existing road layers will be removed.
  • Totally new base layers (pavement structure) will be added.
  • A new asphalt surface will be laid.
  • All the services such as water mains, gravity sewers and sewer rising mains will be replaced or re-lined, which will limit the need for major maintenance in the next 20 years.

What about the road closures?

Recently the stop-go system was replaced by a one-way system. The reasons for the change, which took place after extensive public engagement, were twofold:

  • The one-way system was considered beneficial insofar as it would reduce the construction of Phase 2 by at least 3 months. In view of this, it was considered worthwhile to implement the system for the latter part of Phase 1 in order to enhance progress.
  • After considering a variety of options, the one-way system was considered the only viable option that would avoid northbound queues from blocking access to Boyes Drive.

Access to the commercial precincts

Use the free flowing one-way southbound traffic system on Main Road. A one-way southbound traffic system has been implemented on Main Road, which is a temporary system and will be in place until December 2012. The one-way system promotes free flow traffic to the south during the rehabilitation of the Main Road. The stop-go system has been removed and traffic is free flowing to St James, Kalk Bay and beyond. The one-way system southbound begins at St James Station and ends at Clairvaux Road at the start of Boyes Drive. Motorists are encouraged to use the free flowing Main Road southbound to avoid delays on Boyes Drive. Main Road southbound also provides easy access to the business areas, places of interest, recreational facilities and parking opportunities.

Muizenberg:  When heading to Muizenberg from the north traffic is free flowing without any construction delays.

Muizenberg: From the south free flowing via Boyes Drive and return to Muizenberg via Old Boyes Drive. This detour from Clairvaux Road via Boyes Drive and Old Boyes Drive to Atlantic Road is only an additional 3 km at 45km per hour this equates to an additional 4 minutes. Waiting in a stop-go situation in both directions would be much longer and on average, one would wait at least 18 minutes in total. This will allow you to gain easy access to the various commercial opportunities and places of historical interest, all with plenty of parking in close proximity.

St James: When heading to St. James from the north traffic is free flowing without any construction delays.

St James: From the south free flowing via Boyes Drive and return to St James via Old Boyes Drive. This detour from Clairvaux Road via Boyes Drive and Old Boyes Drive to St James Station is only an additional 6 km at 45km per hour this equates to an additional 8 minutes. Waiting in a stop-go situation in both directions would be much longer and on average, one would wait at least 18 minutes in total.

Kalk Bay: When heading to Kalk Bay from the north traffic is free flowing without any construction delays.

Kalk Bay: When heading to Kalk Bay from the south, proceed up Clairvaux Road and then turn right into Anderson Road then take the second road on your left into Gatesville Road follow Gatesville Road into Quarterdeck Road down to the Main Road and proceed right only. This will allow you easy access to all the businesses on the Main Road and the harbour with plenty of parking.

Budget and timing

The first phase will be completed in May 2011 at a total cost of about R60 million.

The second phase which is due to start in January 2011 and be completed in December 2012 will cost approximately R60 million.
