Our department 

The Valuation Department is responsible for the production and maintenance of this Valuation Roll in terms of prescribed legislation.

The Department’s vision is to be a world leader in the valuations of property with a reputation for delivering impartial, accurate and understandable appraisals in a prompt and courteous manner to our communities.

The Department’s mission is to continuously improve our processes, systems and the capacity of our staff to enable the City of Cape Town to sustain a just and accurate valuation roll, thereby supporting the City's vision of a sustainable and well-governed municipality. In doing this we hope to introduce best-practices so that we exceed statutory requirements and guidelines as well as the expectations of our communities. Hence we are responsive to the environmental challenges and realities, constantly looking for new innovations.

The department is structure into four functional areas: 

  • Valuations operations 
  • Valuation surveys and quality 
  • Valuation data and business systems 
  • Valuation business environment

Christopher Gavor is the Director of Valuations and is responsible for directing and managing property valuations in the City in accordance with legislation.

His focus areas are: 

  •  Legislative compliance of valuation rolls 
  •  Ensuring a complete and current register of property data 
  •  Improve and maintain computer assisted mass appraisal systems 
  •  Positive relationship with customers and stakeholders

Emil Weichardt is the Manager of Valuations Operations and is responsible for the valuation methods, approaches and standards to ensure defendable valuation quality levels.

His focus areas are: 

  • Valuation methods and quality standards 
  • Valuation of special and complex properties 
  • Professional valuations training and mentorship programmes

Matthew Ferguson is the Manager: Valuation Surveys and Quality and is responsible for the data collection and maintenance of all property data gathered to support the valuation process

His focus areas are: 

  • Data gathering methods and quality assurance 
  • Data gathered and verified remotely using aerial photography and building plans 
  • Data gathered and verified in the field

Emeraan Ishmail is the Manager: Valuation Data and Systems and is responsible for the data and systems support of the valuation business.

His focus areas are: 

  • Network and infrastructure 
  • Data management 
  • Computer Assisted Mass Appraisal 
  • Geographic information systems

Elizabeth Laing is the Manager: Valuation Business Environment and is responsible for the customer relationships management and the internal support of the valuation office.

The focus areas in this section include: 

  • Correspondence and customer care 
  • Contract and project management 
  • Human resource and performance management
