Cape Town Zoning Scheme (CTZS) and converted Zoning Map
A zoning scheme is a legal document, which records all land-use rights on properties in its area of jurisdiction. It includes regulations and restrictions on such rights and how they can be exercised. All municipalities have them, and they generally serve to manage urban growth and development, as well as conservation of the natural and cultural environment within their area of jurisdiction.
Currently, however, as a legacy from the past, there are 27 separate individual zoning schemes in force throughout the City of Cape Town, each only applying to a specific area and each setting different rules and regulations. here. Part of the aim of the proposed unified Cape Town Zoning Scheme (CTZS) is to replace these 27 existing legacy schemes with a single modern scheme, applying the same rules to all areas.
The new single unified CTZS is considered one of the City’s most important planning interventions and will standardise zoning arrangements and achieve consistency and efficiency therein. It will further promote a stronger link with the City’s longer term spatial plans and land use policies and will improve its ability to deliver effective and sustainable services to the people of Cape Town.
A final draft has been submitted to the Western Cape Provincial Department of Environmental Affairs and Development Planning (DEADP - the competent authority for approving zoning schemes) in January 2011 for further consideration and finalisation.

In addition to the above, the City is also in the process to finalise a zoning map, as part of the new scheme, that will reflect the converted zoning of all properties in Cape Town.
