The IRT infrastructure is owned by the City of Cape Town, which encourages private sector involvement to operate the service. These operators include the bus and minibus operators who are directly affected by each new MyCiTi route.

Operators of MyCiTi services will be paid on the basis of the number of kilometres that the vehicles travel, which is predetermined and constant, rather than on how many passengers are carried, as is the case in the existing minibus taxi industry.

Fare collection is independently operated and managed, with quality control oversight by an independent entity. Based on international experience, efficient management will minimise public subsidies of the system's operations.
