The City of Cape Town has drafted a policy to govern development of a smallholding area in Weltevreden Valley and is inviting the public to comment thereon.
The area concerned comprises 54 smallholdings that are portions of Cape Farm 787, Philippi. It is bordered by Vanguard Drive Expressway and the Philippi horticultural area to the west and by the Colorado Park, London Village and Wildwood residential developments to the north, south and east respectively.
As the area is no longer viable for agricultural or smallholding purposes and is totally surrounded by residential developments, a few smallholdings have been subdivided on an ad hoc basis into residential erven, some with small Public Open Space portions. These pockets have been developed in isolation and a policy is needed to govern the development of the smallholding area.
This would increase the efficiency of management, improve the allocation of resources, infrastructure, development trends and set priorities.
A policy is also a necessary intervention to fulfil the requirements of the Draft District Spatial Development Framework and to serve as a mechanism towards the development of the area in a co-ordinated, integrated and sustainable fashion.
Interested and potentially affected parties are invited to submit written comment on the proposed policy on or before 30 July 2012, quoting reference Weltevreden Valley Smallholding Local Area Policy Plan 18/6/1/1, as follows:
