Application forms

The following forms need to be completed when applying for building plan approval - unless it is completed in full the application will not be accepted.

Submission requirements

As part of the submission of building plan applications, certain requirements should be adhered to

Copies of plans application form
A request must be made in person at our District Offices via this form. Copies of the owner's identity document and municipal rates account is to accompany this form. A search fee/tariff of R125.00 is payable.

Should a representative come to the office, then the owner needs to authorise that person with a letter of consent and the representative must also produce their identity document at the time of submitting the form. This form can be downloaded here:

Demolition permit application form
This form must be completed for any demolition work to be undertaken. 

The building inspector must be informed of the intention to commence demolition ten days prior to the intended date of commencement of demolition. These forms can be downloaded here:

Engineers's appointment form and certificate
SANS 10400 – A Form 3 only to be used when the appointed person appoints a competent person to undertake the design of an element or segment of the building

Notice of intention to commence building work
Notice of intention to commence building work must be given to the building inspector two working days prior to the inspection being required. This form can be downloaded here:

Request for certificate of occupancy
Once all building work has been properly completed, the owner, contractor or builder may apply to the department for a Certificate of Occupancy. This must be issued by the department within 14 days of receiving the request, on condition that the work has been completed according to the approved plans. If the request is denied, the department must give reasons for its refusal. The building may only be used and occupied after a Certificate of Occupancy has been issued. Sectional title consent form
Sectional title schemes or Home Owners Association consent form. This form can be downloaded here:

Special events and temporary structures application form
This is the only form that is needed to apply for approval to erect temporary structures. Unless it is completed in full, the application will not be accepted. These forms can be downloaded here:

Swimming pool indemnity form
The owner of any site which contains a swimming pool shall ensure that access to such pool is controlled. Any owner who fails to comply with the requirements of subregulation shall be guilty of an offence. This form can be downloaded here:

Tariffs and rules

When submitting a building plan application, scrutiny fees will be calculated according to official tariffs. These fees must be paid in full on submission of the application and are not refundable if the application is refused.
