Comment on the Scottsdene housing contract

The City of Cape Town is about to award a Section 33 contract for the building of affordable homes in the suburb of Scottsdene. Around 2000 new homes will be built on 30ha of City-owned land. The houses range from state subsidy units to bonded houses for low and medium income families. The proposals also include a component of new Council rental units. The most suitable developer has been identified to provide the building services. In terms of the Municipal Finance Management Act no 56 of 2003, public comment must be called for when contemplating a contract longer than three years. It is anticipated that the development may take that long. The contract to be signed is to be referred to full Council in August 2011.
