
The Displaced Person’s unit works with the City's Social Development Department to address anti-social behaviour as and when it is seen in displaced people (who typically live on Cape Town’s streets, are not part of any community and are without any income). Its members are trained to determine whether to treat any matter that arises as a bylaw infraction or whether the individuals concerned should be referred to an organisation that can help them deal with the issues they face. Organisations such as these assist people who live on the streets by encouraging them to enter into work/skill programmes, thereby giving them the means to help themselves.
