City of Cape Town documents

City of Cape Town Environmental Agenda 2009-2014, May 2009 [PDF 175 KB]
In 2008, the Environmental Resource Management Department undertook a 5-year review of the City’s Integrated Metropolitan Environmental Policy (IMEP). The result of this review is the revised IMEP Environmental Agenda, which assigns key measureable environmental targets and goals across City of Cape Town line functions for the next five years.

Integrated Metropolitan Environmental Policy (IMEP), Jul. 2003 [PDF 1.6 MB]
A policy which forms the foundation of an environmental management strategy for the City of Cape Town. The policy was officially adopted by the City of Cape Town on 31 October 2001.

Energy and Climate Change Strategy, Oct. 2007 [PDF 2.1 MB]
A strategy to integrate sustainable energy approaches into the core functions of the City of Cape Town, with a framework that provides a clear vision and direction for the City as a whole.

Energy and Climate Change Action Plan, Aug. 2010 [PDF 93 KB]
Detailed programme and project information under the various energy and climate change objectives for the City of Cape Town, including the priority status of each intervention.

Energy and climate change - what the City is doing, Aug. 2010 [PDF 228 KB]
The City is involved in 50 programme areas, made up of more than 115 projects, that are co-ordinated through an Energy and Climate Action Plan that will see a lower carbon, more modern, liveable and equitable city which builds on its competitive advantages.

Moving Mountains: Cape Town’s Action Plan for Energy and Climate Change, Nov. 2011 [PDF 4.1 MB]
An informative booklet stating the case of the City's action plan to tackle future energy use and a changing climate.

Energy Scenarios for Cape Town - Exploring the Implications of Different Energy Futures for the City up to 2050, Aug. 2011 [PDF 1.2 MB]
A report providing an in-depth energy sector analysis and projections to 2050, as well as an up-to-date set of energy consumption data, electricity supply options, costs of different alternatives and environmental and employment impacts of different development paths. The modelling showed that if the City does not adopt any significant measures to change the future energy consumption and supply (i.e. continues with Business As Usual), energy demand is set to almost quadruple by 2050.

Cape Town: State of Energy and Energy Futures Report 2011 [PDF 1.9 MB]
This is the third such report created by the City of Cape Town, following on the 2003 and 2007 editions. However, this report differs from the previous two in that it includes significant information from a study commissioned by the City entitled Energy Scenarios for Cape Town: Exploring the Implications of Different Energy Futures for the City up to 2050.

State of Energy Report for the City of Cape Town 2007 [PDF 4.2 MB]
A report providing Cape Town's energy profile. It gives an overview of the policy context; of energy demand and of the energy supply options to the metropolitan area.

State of Energy Report for Cape Town 2003 [PDF 2.6 MB]
This report provides the ‘energy picture’ for the Cape Town metropolitan area. It gives the background and direction for the development of the City's Energy Strategy, which is a component of the City's Integrated Metropolitan Environmental Policy (IMEP).

Framework for Adaptation to Climate Change in the City of Cape Town (FAC4T) [PDF 1.8 MB]
An Adaptation Framework in response to the potential short- to medium-term impacts of climate change in the metropolitan area. Comprising an overarching framework for a city-wide consolidated and coordinated approach to reducing vulnerability to climate impacts. By following this framework, a City Adaptation Plan of Action (CAPA) for the City of Cape Town will be developed and the necessary resources mobilised for its implementation.

Smart Living Handbook - Making sustainable development a reality in Cape Town homes
A practical sustainability guide for people and households in Cape Town to make their homes safer and to save money, while working to reduce their impact on our precious environment. The book also provides information on key environmental resource issues facing us globally, and within our city. Individual sections of the book can also be downloaded, e.g. Energy section.

National and international documents

National Energy Act, Act 34 of 2008 [PDF 547 KB]

Energy Efficiency Strategy of the Republic of South Africa - Department of Minerals and Energy, Mar. 2005 [PDF 365 KB]
As the first energy efficiency strategy for South Africa, the document provides clear and practical guidelines for the implementation of efficient practices within the country. The vision of the strategy is to contribute towards affordable energy for all, and to minimise the negative effects of energy usage upon human health and the environment. This will be achieved by encouraging sustainable energy development and energy use through efficient practices. The strategy sets a national target for energy efficiency improvement of 12% by 2015.

Sustainable Energy Briefing 9: Energy Efficiency: Strategy, Accord and Agency - Energy Policy Unit of the Sustainable Energy and Climate Change Project (SECCP), Mar. 2006 [PDF 92 KB]
A briefing document that discusses the implementation and targets of the adopted South African Energy Efficiency Strategy in 2005.
