Brown Haze Action Plan 

Local Objectives:

  • Appoint more staff
  • Diesel vehicle testing and control
  • Vehicle emissions- traffic flow improvement
  • Industrial black smoke control
  • Develop an air quality management system
  • Use the Metroplitan Air Pollution Advisory Group as a forum for the discussion of information relating to air pollution
  • Re-assess air pollution legislation
  • Reform air pollution by-laws
  • Expand the monitoring network

Control Measures

  • The electrification of all dwellings
  • The testing and control of emissions from vehicles
  • Dust, sea salt and pollens cannot be controlled
  • The control of black smoke and other emissions from industries

Future Scenario


Air pollution could be much worse in the future because of the following factors:

  • The population explosion - The ever-increasing numbers of people give rise to phenomenal growth of urban areas.
  • More cars and trucks on the road.
  • More industrial activity.
  • Increase in usage of power.
  • More waste creation.
