The Section 14 Manual is a requirement in terms of section 14 of the Promotion of Access to Information Act. It explains how to use the Act, as well as details of the kinds of information and records available at the City.

One of the objectives of the Act is to promote transparency, accountability and effective
governance. The purpose of this manual, therefore, is to:

 

• enable people to exercise their rights in terms of the Act
  
• create an understanding of the functions performed and records kept by the City of
  Cape Town
  
• assist in fostering a culture of transparency, accountability and promote public participation
