RESOLVED that:a) The Recreation and Parks: Area 3 - Status Report on the Functioning and Establishment of Municipal Facility Management Committees (MFMC) BE DEFERRED to the next Subcouncil 5 meeting to be held on 20 March 2019 due to the unanimous agreement that the report be refused on the basis of the following challenges experienced with MFMC’s in the Subcouncil 5 area:i) The perceived culture of “gate-keeping” of municipal facilities by MFMC’s;ii) The absence of engagement with the Subcouncil regarding the registered community organisations that may participate in the election process of new MFMC’s, hence the need to review the current standard operating procedure;iii) The unresolved illegal occupation of the Bishop Lavis Sports Field;iv) The dilapidated state of the Delft South Sports Field, which is exacerbated by the absence of no public lighting; no cameras for safety and security; in addition to a rat infestation; whereas 14 clubs utilize the facility, and an MFMC is still due for election.b) The matter be escalated to the City Manager in order to intervene and address all challenges currently experienced with MFMC’s in the Subcouncil 5 area;c) The Subcouncil Manager convenes an urgent meeting next week with the Executive Director: Community Services and Health – Mr Ernest Sass to address the matter;d) The Chairperson will also write a letter to address the serious challenges experienced with MFMC’s in the Subcouncil 5 area.ACTION: ANTHONY DANIELS
