CONFIRMATION OF MINUTES HELD ON WEDNESDAY 23 JANUARY 2019

RESOLVED

Subcouncil 20 ADOPTS the Minutes of the Subcouncil Meeting held on 23 January 2019, subject to the following amendments:

• Page 8: Delete the words “in the” in the Header.
• Page 8: Correct spelling of name “Nofemele”.
• Page 10: In item 20SUB03/01/2019, the Xhosa version of the heading is incorrect (should be deleted as the Language Policy, the Minute is in English and versions of Xhosa and Afrikaans are obtainable on request).
• Page 10: In item 20SUB05/01/2019, fourth paragraph, amend “over payed” to “overpaid”.
• Page 11: In item 20SUB09/01/2019, second paragraph, amend “Uli Heights” to Uli Heydt” and delete the words “There has” at the end of the sentence.
• Page 12: In item 20SUB12/01/2019, fourth paragraph, amend the street name to “Offer” to “Orphir”.
• Page 13: In item 20SUB12/01/2019, under “Resolved to Recommend” change the name from “Cllr Southgate” to “Cllr Bew”.
• Page 13: In item 20SUB13/01/2019, sub- item 1. first paragraph, to be deleted and replaced as follows:

“Mr Talcott Persent reported that staff had been deployed to depots as necessitated and that the cleansing of rivers and canals would commence imminently. The Subcouncil Manager was informed thereof”.

• Page 14: Under sub-item 4: First and second paragraph with deletions should read as follows:

“A Leak Detection Unit based in Goodwood provided statistics as per the tabled item.

Cllr Brunette enquired if manholes were being inspected for leaks including all connections, because from the information in the report the number of leaks in Wynberg does not reflect the reality in Wynberg”.

• Page 14: Under sub-item 5: Sentence to be reconstructed as follows:

“The compliance notices from Fire and Rescue Services were handed to the owners. The matter has been referred to Problem Buildings

• Page 16: Under sub-item 13: Amendments depicted in bold:

“Mr Richard White mentioned that the Memorandum of Understanding between the Provincial Administration, Disaster Risk Management and SASSA has not yet been concluded.

The matter has been sent to Legal Services”.

• Page 16: Under sub-section 14: last sentence – amendments depicted in bold:

“A team of nine officials from Social Development and ECD have also been added to the current team at the SHAWCO building in Retreat”.

• Page 16 and throughout the Minutes: The word “added” should be replaced with a more appropriate word such as “reported, advised, informed etc”.
• Page 16 and throughout the Minutes: The word “department” should commence with a capital letter including the department such as Legal Department.

• Page 16 and 17: Under sub-section 16: The word “photograph to be replaced with the word “photographic”.
• Page 17: In item 20SUB14/01/2019, first sentence, delete the words “wanted to” with “commended”.
• Page 17, third paragraph to be amended as follows:

“The Chairperson advised that Claremont and Wynberg has a CID except for Kenilworth which was badly affected due to the fact that homeless people are being forced out of Wynberg and Claremont, eventually ending up in Kenilworth”.

• Page 18: In item 20SUB15/01/2019: First sentence – delete the words “especially regarding” and replace with the word “for”.
• Page 18: In item 20SUB15/01/2019: Last sentence – to be deleted and replaced with the following sentence:

“Six CCTV cameras are going to be installed in Wynberg CBD”.

• Page 18: In item 20SUB16/01/2019: Third paragraph to read as follows:

“Cllr Brunette noted that 60% of the allocated funds are spent. Some signage upgrades and equipment were needed to be erected before the end of the financial year”.

• Page 18: In item 20SUB16/01/2019: Eighth paragraph – amend to correct spelling of the word “picnic”.
• Page 19: In item 20SUB16/01/2019: First paragraph – Insert a full stop after the word “office” and delete the rest of the sentence.
• Page 19: In item 20SUB16/01/2019: Second paragraph under Libraries – delete the words “for the fixing of the” and replace it with “to repair”.
• Page 19: Under “Resolved to Re commend”, recommendation 1 to read as follows “Subcouncil 20 requests that clarity be obtained from Mr M Martheze on the spend regarding the Liesbeek Pathway Project”.
• Page 20: In item 20SUB18/01/2019: In the heading the following corrections to be made: “REF” to “ERF” and “PROTIONS” to “PORTIONS”
• Page 22: In item 20SUB25/01/2019: Under Resolved – delete the words “Delegated to the Subcouncil”.
• Page 22: In item 20SUB26/01/2019: First sentence – delete the word “added” and replace it with “advised”.
• Page 23: In item 20SUB27/01/2019: First sentence – delete the word “added” and replace it with “advised”.
• Page 26: In item 20SUB38/01/2019: Heading, introduction and recommendation to be reworded as follows:

REQUEST FOR REPORT FROM SOLID WASTE: LACK OF SERVICE DELIVERY WITH REGARDS TO THE REMOVAL OF REFUSE OVER THE FESTIVE SEASON

“Emanating from item 20SUB06/01/20 “Matters Arising from the Chairperson’s Report”, it was requested that based on the number of complaints received from residents over the festive season about the lack of service delivery (non-collection of refuse), a report be submitted to the Subcouncil.

RESOLVED TO RECOMMEND

Subcouncil 20 endorses that a report be submitted to the Subcouncil to establish solutions to the lack of service delivery over the festive season”.
